Job Summary:
In accordance with the Mission, Vision and Values, and strategic directions of Provincial Health Services Authority patient safety is a priority and a responsibility shared by everyone at PHSA, and as such, the requirement to continuously improve quality and safety is inherent in all aspects of this position. The Program Director provides leadership and management expertise in developing leading edge strategies that effectively support the delivery of patient care services to the patients and families of BC Mental Health & Substance Use Services (BCMHSUS). The Director is responsible for the effective and efficient management of inter-professional care delivery to patients and families, including managing and directing staff, and developing and overseeing the program budget. The Director and Medical Director are jointly responsible for providing leadership and direction for the operations management, utilization and risk management, and quality improvement of patient care services. The Director provides leadership and promotes the philosophy and goals of the organization by applying and evaluating standards, policies, practices, and procedures to the patient care areas and creating and promoting an environment of evidence based practice that encourages research, and supports opportunities for teaching and education of students and staff. Additional responsibilities include cultivating alliances with other hospitals and community agencies for the coordination and provision of services through partnerships, secondments and networking.
Duties/Accountabilities:
- Develops strategic plans, goals and annual objectives for the portfolio, providing leadership and support to staff in developing individual program plans including the development and implementation of proposals for new or expanded programs or redistribution of resources within the portfolio. Ensures these plans are consistent with and complement the organization’s overall strategic plan. Develops and deploys mechanisms for monitoring program performance and monitors progress in achieving performance. Communicates program and unit strategic direction incorporating Provincial Health Services Authority (PHSA) and BCMHAS vision, values and strategic direction and ensures integration into practice.
- Prepares, monitors, and analyzes staffing, operating, and capital budgets for the service delivery cost centres in collaboration with Program and Professional Discipline leadership. Allocates and manages available resources within these budgets to ensure the delivery of inter-professional services within the Program. Collaborates in the development of the program budget to complement strategic directions within existing fiscal constraints and uses utilization methods to monitor and adhere to allocated budget. Develops effective and efficient practices and processes to measure use of resources and the quality of care rendered within the allocated budget.
- Provides leadership to staff by fostering an atmosphere which promotes and encourages employees to realize their maximum potential and encourages growth. Implements performance development and performance management processes in an interdisciplinary team environment. Oversees all aspects of human resource management within the portfolio including investigating work and staff issues, imitating disciplinary action up to and including termination, administration of policies and procedures, implementation of corporate initiatives, programs and services.
- Ensures that human resource plans within the portfolio addresses the recruitment and retention issues for the organization. Creates, implements and evaluates an effective workforce plan for the Program(s) in collaboration with key partners and stakeholders that ensure the availability of adequate staff within the context of operational demands and environmental and resource constraints.
- Leads Program service development and planning activities through work groups and projects, and monitors progress and outcomes. Initiatives, recommends, implements and evaluates objectives, policies and procedures and standards of practice related to patient and family care together with various resources including nursing leadership and Professional practice Leaders.
- Monitors quality outcomes, and assists in the development of methodologies, quality indicators, evidence based outcomes, and accreditation and audit activities in conjunction with the Medical Director and Clinical Operation Lead.
- Creates an environment of evidence-based practice that encourages participation in research, fosters personal growth, and supports opportunities for teaching and education of students and staff. Recommends opportunities for staff involvement in professional and team research. Identifies reviews and provides approval of research proposals for studies which are to be conducted in the Program
Qualifications:
A level of education, training, and experience equivalent to a masters Degree in a relevant health care profession and a minimum of seven (7) years of recent related clinical and progressive leadership experience, including at least two (2) years in a managerial/leadership role; plus current registration/membership with a professional college.
