The Whitehead Elton Regional Water Co-operative Inc. (WERWC) is seeking a motivated, progressive, and experienced individual to fill the full-time position of Water and Wastewater Utility Manager.
Reporting directly to the Board of Directors, the Utility Manager is responsible for the overall administration, operation, maintenance, regulatory compliance, and strategic management of the regional water treatment, distribution, wastewater collection, and wastewater treatment systems serving the Rural Municipalities of Elton and Whitehead.
Key Responsibilities
The successful candidate will:
- Oversee the daily operation and maintenance of water and wastewater facilities and infrastructure.
- Ensure compliance with all applicable provincial and federal legislation, regulations, and operating licences.
- Supervise utility staff, coordinate work schedules and on-call rotations, and provide leadership and performance management.
- Lead preventative maintenance and asset management programs.
- Prepare and monitor operating and capital budgets.
- Attend Board meetings and provide operational reports and recommendations.
- Coordinate contractors, consultants, regulatory agencies, and suppliers.
- Promote a safe workplace and ensure compliance with Workplace Safety and Health legislation.
- Respond to utility emergencies and participate in a rotating on-call schedule.
Qualifications
The ideal candidate will possess:
- Certification in water and/or wastewater operations, or the ability to obtain the certifications required under Manitoba legislation.
- Experience in municipal utility operations, supervision, and regulatory compliance.
- Strong leadership, organizational, communication, and decision-making skills.
- Experience with budgeting, planning, and project management.
- A valid Manitoba Class 5 Driver's Licence (or the ability to obtain one).
- WHMIS, First Aid/CPR, Confined Space Entry, and other related certifications are considered assets or must be obtained.
