St. Michael's Family Medicine Associates (SMFMA) is one of Ontario's largest academic family medicine practices — approximately 80 family physicians affiliated with Unity Health Toronto and the University of Toronto Department of Family and Community Medicine (DFCM). We operate under the Family Health Organization (new FHO+ model) and are a teaching practice integrated with the St. Michael's Hospital Family Health Team. The FHO Manager, Physician Billing & Operations is a senior role at the intersection of OHIP billing compliance, FHO+ program management, data analysis, and physician relations, with an opportunity to help shape our expanding business office.

Responsibilities
Physician Billing & FHO+ Compliance
- Optimize FHO+ income through medical billing practice improvement and reconciliation
- Remain up-to-date with billing changes, provide billing guidance to physicians and deliver education in collaboration with the physician business committee (PBC), Physician Treasurer & Billing Liaison
- Alert leadership to Ministry of Health (MOH) accountability changes and ensure SMFMA meets all FHO/FHT reporting obligations
Roster Management
- Maintain accurate physician rosters and align MOH and electronic medical record (EMR) data
- Manage and inform MOH and physicians of patient roster changes
- Reconcile billing and roster discrepancies
Physician & Partner Onboarding
- Liaise with FHO Lead & MOH for new physician registration paperwork, managed entry tracking, and billing account setup
- Orient new staff and locum physicians to SMFMA financial policies and billing procedures; support off-boarding
- Monitor physician absences and schedules; provide summaries to the FHO Lead & Department Chief
Leadership, Administration & Management
- Lead, manage the work plan and day-to-day activities of SMFMA billing administrators
- Hire, train, and manage full-time billing administrators, and inform the FHO Lead of performance issues
- Work with the Business Manager on Accounts Receivable and physician changes
Qualifications
- Candidates should possess skills in OHIP Billing Process, Terminology and Accounts Receivable to manage day-to-day billing operations and ensure accuracy in submissions.
- Candidates should possess experience with electronic medical record (Telus PS Suite preferred) and Medical Billing to effectively use, maintain, and troubleshoot electronic billing platforms.
- Candidates should possess strong Analytical Skills to review billing data, identify trends or issues, and support decision-making.
- Candidates should possess knowledge of Remittance Advice (RA) & Medical Claims Electronic Data Transfer (MCEDT) to oversee the end-to-end flow of claims, payments, and follow-up.
- Experience with Ontario primary care physician billing (e.g., OHIP, FHO models) is highly beneficial.
- Strong leadership, management and organizational skills, attention to detail, and the ability to manage multiple priorities in a clinical setting.
- Effective communication and collaboration skills for working with physicians, staff, and external stakeholders.
- Previous experience in medical office administration, healthcare finance, or clinic operations is essential.
