Reporting to the Director, Business Planning Corporate, the Manager, Financial Planning & Analysis plays a critical role in all aspects of financial planning, operational reporting, ad hoc financial/business analysis, case costing, funding analysis, project management and financial modeling. This is a hands-on leadership position that is responsible for providing relevant and value-added financial planning, analysis and reporting to senior management and external Government entities. This role is responsible for all aspects of the annual financial planning and budgeting process and for the preparation and provision of timely reporting and forecasting. The Manager, Financial Planning and Analysis leads corporate initiated projects in Finance, supports external negotiations with other health authorities and government, develops and implements new case costing standards, develops policies and procedures and represents the Business Planning Director on committees and other work groups. The role also takes direction from and supports the Director, Business Planning, and will take on specific tasks, assignments or projects as required.
The Manager, Financial Planning & Analysis is responsible for overseeing, reviewing, and delivering financial reports to BC Cancer's senior and executive leadership teams, as well as the Ministry of Health. This position leads the financial reporting, forecasting, and planning activities for the BC Cancer Care Centres, Provincial Clinical Programs, Medical Affairs, and Screening programs within the BC Cancer portfolio. The Manager provides financial insights and analysis to support informed decision-making, effective resource allocation, and organizational planning. As part of the BC Cancer Business Planning team, the Manager leads a team of three Senior Financial Analysts, providing leadership, coaching, and oversight to ensure the delivery of high-quality financial analysis, reporting, forecasting, and continuous process improvements.
What you’ll do
- Manage and prepare the consolidation and reporting of the entire organization during the annual budgeting process. Work closely with finance team and departmental management to develop meaningful organizational financial plans, budget and forecast which are aligned to strategic/business objectives. Review and develop budget procedures and tools to continuously improve the budget process.
- Manage the accurate and timely financial reporting process including the preparation of all period end reports. Provide operational reporting in support of key business processes across various functional areas as well as the entire organization. Ensure timely compilation of PHSA’s period end and consolidated financial reports and provides written variance analysis as required for the Executive Committee, Finance Committee, Board of Directors and Office of the Controller General. This includes analysis on resource utilization, expenditure patterns, statistical and critical indicator data/information and budgetary targets and recommends corrective action where appropriate.
- Prepare and ensure timely submission of all external and internal reports required by HA, PHSA or government.
- Lead project teams or completes other projects or tasks as assigned including writing proposals, developing budget, approaching potential funding sources, hiring and supervising project workers, monitoring project progress, and writing interim and final reports. Support senior management on various initiatives and special projects by researching, analyzing, recommending and completing implementation activities on time and budget. This will involve coordination with internal and external stakeholders to ensure effective communication, negotiation and change management in achieving project objectives.
- Develop and implement new case costing and funding methodologies in conjunction with Business Planning directors, PHSA departments, Regional Health Authorities and the Ministry of Health. Coordinate the research of data, development and implementation of methodologies. Represent PHSA Finance in negotiating and communicating with Regional Health Authorities and the Ministry of Health in case costing and funding analysis.
- Develop and implements appropriate/best practices and standardized reporting tools, such as reporting templates or analysis tools, for information requests for the Ministry of Health or Finance, Budget Committee, Board of Directors and Agency Executives. Identify new policies and procedures as the result of new process changes, either from a process improvement or technology change. Implement, coordinate and communicate best practices, procedures, policies and tools as needed.
- Identify and assess strategic business opportunities that will improve financial effectiveness and will provide relevant financial/business analysis. Develop and maintain benchmarking/comparable analyses for decision-making.
- Lead, develop and update financial models to forecast organization performance given different business objectives and scenarios. Understand the business needs and assumptions to provide senior management with useful models for decision making.
- For all direct reports, train, provide support, and guidance. Utilize performance enhancement mechanisms, encourage continuous skill development, enhance staff morale and fosters initiative and team spirit using retention and performance reward strategies to manage staff resources to the advantage of the PHSA. Develop implements and maintain orientation training for new staff.
- Advise the Business Planning Director on training needs or change management issues that either client or staff may have as the result of new process or business applications. Prepare materials and deliver training as needed.

Qualifications
- A level of education, training and experience equivalent to a professional accounting designation (CMA, CGA, or CA) or a Masters Degree in Business Administration and a minimum of ten (10) years of progressively senior leadership, financial and project management experience within a large complex multi-site organization.
- Demonstrated knowledge of the historic and ongoing impacts of settler colonialism on Indigenous Peoples within social and health contexts. This includes significant understanding of Indigenous-specific mandates and a commitment to addressing and mitigating Indigenous-specific racism and discrimination. The role involves actively embedding Indigenous Cultural Safety and Humility into daily practices and fostering a diverse and inclusive team environment. Additionally, it requires practical expertise in engaging with diversity, promoting equity, and advancing inclusion (DEI) initiatives.
- Demonstrated practical knowledge and understanding of legislative obligations and provincial commitments relevant to Business Planning, based on foundational documents such as the Truth & Reconciliation Commission’s Calls to Action (2015), In Plain Sight (2020), BC's Declaration on the Rights of Indigenous Peoples Act (2019), United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP), Reclaiming Power and Place: Missing and Murdered Indigenous Women & Girls Calls for Justice (2019), the Declaration Act Action Plan, Remembering Keegan: A First Nations Case Study, Anti-Racism Data Act, and the BC Human Rights Code. This includes understanding how these obligations intersect across the healthcare system and applying this knowledge to support team compliance and operational effectiveness.

Actively engages in action-oriented practices to address Indigenous-specific racism and dismantle systems of oppression, while also confronting broader issues of racism and discrimination. Exhibits strong DEI and anti-racism skills to lead by example, fostering a culture of continuous learning, equity, inclusion, and belonging within their team.
- Knowledge of social, economic, political and historical realities of settler colonialism on Indigenous Peoples and familiarity with addressing Indigenous-specific anti-racism, anti-racism and Indigenous Cultural Safety and foundational documents and legislative commitments (the Declaration Act, the Declaration Action Plan, TRC, IPS, Remembering Keegan, etc.).
Skills & Knowledge
- Leadership experience with an emphasis on knowledge of business planning, case costing and funding analysis, business process engineering, and business case development.
- Effective coaching and mentoring skills and demonstrated experience supervising staff including hiring, training and completing performance reviews.
- Effective negotiation skills with external organizations (Regional Health Authorities, the Ministry of Health).
- Advanced Excel, Word, Access, and PowerPoint skills.
- Demonstrated experience with ERP systems is a must.
- Proficiency with report writer and database query software is a must. Strong attention to detail, capacity to learn and accept additional responsibilities.
- Exceptional presentation and writing skills and be able to convey a message that is understandable and relevant, linking business issues, financial results and strategy.
- Excellent organizational skills and ability to multi-task and prioritize workload to meet deadlines round out your experience for this position.
- Physical ability to perform the duties of the position.
- Demonstrated deep understanding of their personal learning/unlearning journey in relation to Indigenous-specific racism and dismantling systems of oppression, as well as addressing racism more broadly. Able to articulate and share this journey to motivate and inspire others enhancing a culture of learning/unlearning and self-reflection.

Job Type: Temporary Full-Time (Until May 2027 or Until Return of Incumbent)
Salary Range: $108,147 - $155,461/year. The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part-time roles.
