Under the general direction of the Director, Digital and Public Services, the IT Manager is responsible for the ongoing operation and development of information technology services for the organization. The IT Manager is responsible for planning, proposing, implementing, managing, and evaluating the technology infrastructure of Cambridge Public Library, including: network and server infrastructure, email services, file storage and back-ups, telephone infrastructure and services, wi-fi network, RFID technologies including self-checkouts, circulation and security gates, digital signage, printer/copiers including payment system and cloud-based printing solution, security and disaster recovery, software licensing, peripherals and office automation, internet and other available computer systems. Coordinates the daily operations of the IT department by providing leadership and supervision to IT technicians.
This is a hands-on leadership role that balances strategic planning with practical execution, ensuring technology initiatives are prioritized and implemented.
What You’ll Do
Responsibility for program/service delivery (internal/external), coordination of staff
- Responsible for planning, proposing, implementing, managing and evaluating all technology-based services for staff and the public including:
- email services, file storage and back-ups;
- user accounts & access;
- telephone infrastructure & services (telecommunication);
- network and server infrastructure (routers, switches, firewalls, VPNs);
- CPL’s Integrated Library System (ILS);
- Automated Materials Handling (sortation systems, self-checks, and associated systems);
- desktop computing;
- cloud hosted services, such as Office 365 and Microsoft Azure
- software licensing and 3rd party integrations;
- peripherals; and,
- security, business continuity and disaster recovery.
- Provides detailed root cause analysis of issues when they occur and provide workarounds and solutions.
- Oversee IT service delivery, help desk performance, ticket management, onboarding/offboarding, access management, documentation, and user satisfaction.
- Establish and monitor key technology performance indicators, including cybersecurity, service delivery and project execution.
Project management (planning, producing, implementation, monitoring, reporting)
- Manage relationships with IT service providers, cybersecurity partners, vendors, software providers, consultants, infrastructure partners and other strategic technology partnerships. Ensure vendors deliver value (vendor performance metrics), reliability and accountability (service level agreements), and timely support.
- Support IT budgeting, purchasing, contract reviews, renewals, licensing, and cost control.
- Oversees the inventory of the organization’s IT equipment. Ensures warranties are in place and kept up to date.
- Assists with the evaluation of infrastructure products and services that support the organization and develops future applications in support of library service operations, acting as the CPL’s lead for any new business opportunities.
- Oversees implementation of changes and upgrades to the library’s network, infrastructure and systems.
Business planning, develop policies and enterprise management
- Researches, prepares and submits recommendations, reports, statistics, and budget requirements necessary for the coordination and delivery of IT services having regard to impact and application to CPL’s systems.
- Maintains a broad, in-depth awareness, and knowledge of current library technology and IT practices, trends, and standards of service to ensure effective operations and better inform the rest of the library’s management team.
- Determines budgets for large scale projects, including preparing specifications, sourcing suppliers and vendors, obtaining quotations, and writing, issuing and evaluating RFQs, RFPs and RFTs.
- Leads cybersecurity governance, risk management, business continuity planning, disaster recovery readiness, and compliance activities. Coordinates external cybersecurity partners, to ensure risks, recommendations, remediation activities, and action items are tracked and completed.
- Ensures cybersecurity priorities are integrated into IT operations, business systems, vendor management, training, and the technology roadmap.
- Identify, evaluate and implement AI, automation and digital transformation initiatives that improve core services and functions.
- Leads the adoption and governance of AI tools and automation initiatives across departments.
- Partners with other CPL teams to identify opportunities for efficiency improvement, workflow automation, and better use of technology.
- Working with the Director, develop and maintain a multi-year technology roadmap aligned with CPL’s strategic plan, growth objectives, acquisitions, and operational requirements.
Requirement to adapt, modify, procedures, programs or inform policy development
- Conducting risk management activities and evaluate potential business impacts related to Library technology; provide functional advice to managers relating to risk, regulatory requirements, and best practices and outcomes.
- Prepare, review, and test Disaster Recovery/ Business Continuity procedures as they relate to Information Technology.
- Provides the Director with recommendations regarding the development of policies, procedures, and best practices related to IT infrastructure and information security.
- Prepare business cases and recommendations for technology investments that improve scalability, reliability, security, efficiency, and business performance.
Staff management (incl. supervision, employee development for direct reports)
- Responsible for hiring, training, coaching and performance management of department staff and addressing employee relations matters.
- Provides day-to-day guidance, creates and approves schedules, and supervises department staff.
- Plans and organizes the daily operations of the IT department; managing the workflow in order to achieve the most effective utilization of staff and resources.
What You Bring
To be qualified for and successful in the role, you should have:
Required
- Post-secondary diploma or degree in Information Technology, Computer Science or Business Systems or another related field
- Six (6) years of previous recent experience working in an IT support role
- Five (5) years years of progressive and relevant managerial or supervisory experience leading IT teams
- Experience leading technology projects
- Experience managing external IT service providers, cybersecurity partners, and technology consultants
- Strong understanding of cybersecurity frameworks, disaster recovery, business continuity planning and risk management
- Demonstrated proficiency in administering the following technologies: Windows Domain environment, Microsoft Exchange, Active Directory, Microsoft Azure, DNS, DHCP
- Demonstrated working knowledge of server and database administration.
- Demonstrated working knowledge with firewall configuration and maintenance
- Demonstrated working knowledge of database and content management systems
- Valid G-Class Driver’s license and access to vehicle
- Principles and practices of developing teams, motivating employees and managing in a team environment.
- Exercises discretion and professional integrity in all matters involving confidential or sensitive information.
- Strong leadership, coaching, prioritization, project management, and change management skills.
- Exceptional verbal and written communication, critical thinking, and problem-solving skills.

- Ability to explain technology risks, priorities, and recommendations to non-technical leaders.
- Demonstrated knowledge of best practices and current trends in information technology and library automation. Broad and applied knowledge of current technology trends (e.g., security, A.I.), cloud-based applications, and infrastructure.
- Ability to learn organizational databases, content management systems and other software as needed.
- Superior analytical skills, sound judgement and attention to detail.
- Ability to handle changes in priorities, work on diverse tasks, and adapt to evolving organizational needs.
- Superior time management skills and the ability to manage multiple deadlines and competing priorities.

Preferred
- Experience with AI adoption or workflow improvement initiatives is considered an asset
- Customer service experience
- Certification in one or more of the following are considered assets: professional IT designation (e.g., MCSE, CCNE\CCNA); project management (e.g., PMI, COBIT, and ITIL), Microsoft technologies, cybersecurity, business intelligence, data analytics or IT service management

Salary Range: $103,081 – $120,590 per annum (Level 12 in our salary grid).
Hours: This is a full-time permanent position, 35 hours in a weekly period.
Work Schedule: Typically, Monday – Friday 9:30 am - 5:30 pm
On occasion may be asked to work additional hours or hours outside of regular schedule.
