Plexcon Construction Inc. is a fast-growing general contractor specializing in custom homes, multiplexes, additions, major renovations and residential development projects throughout the Greater Toronto Area.
As our project portfolio and management team continue to grow, we are seeking an experienced Construction Operations & Compliance Manager to oversee our Project Managers and ensure every project is properly planned, scheduled, documented and delivered.
This is not an office-administration position.
We are looking for an experienced construction professional who understands how projects are built, can identify problems before they escalate and has the authority and judgment to hold Project Managers accountable.
The successful candidate will serve as the central point between Ownership, Project Managers, Site Supervisors, Accounting, Estimating, subcontractors, consultants and clients.
Position Overview
This role is responsible for overseeing the day-to-day performance of all active construction projects and ensuring Project Managers follow Plexcon’s approved systems, schedules, policies and reporting requirements.
The successful candidate will maintain visibility across the full project portfolio and ensure:
- Project schedules are accurate and updated.
- Project Managers complete their commitments.
- Delays, cost risks and client concerns are identified early.
- Project records and compliance documents are complete.
- Subcontractor payments are properly supported.
- Change orders and project commitments are controlled.
- Ownership receives clear and accurate project reporting.
- Company policies and procedures are consistently followed.
The right candidate will not simply report problems. They will challenge assumptions, develop solutions, assign responsibility and ensure corrective actions are completed.
Key ResponsibilitiesProject Manager Leadership and Accountability
- Directly supervise and oversee all Project Managers.
- Establish clear weekly priorities and performance expectations.
- Conduct regular project-review meetings with each PM.
- Hold PMs accountable for schedules, budgets, procurement, documentation, client communication and project performance.
- Review whether commitments and action items were completed.
- Identify recurring performance problems, missed deadlines and weak follow-up.
- Coach PMs on planning, communication, subcontractor management and problem-solving.
- Require corrective-action and recovery plans for troubled projects.
- Escalate serious project or performance concerns to Ownership.
- Assist with interviewing, onboarding, training and evaluating PMs.
- Ensure all PMs follow Plexcon’s systems and procedures.
Portfolio and Project Oversight
- Maintain an accurate overview of every active Plexcon project.
- Understand the stage, schedule, financial risks, client issues and outstanding decisions for each project.
- Identify projects that are falling behind, exceeding budget or developing quality or client concerns.
- Intervene before issues become major delays, disputes or financial losses.
- Ensure every project has a clear execution plan from startup through closeout.
- Coordinate priorities and management resources across multiple projects.
- Provide Ownership with an accurate assessment of overall project health.
Scheduling and Progress Control
- Ensure every project has a detailed baseline construction schedule.
- Require PMs to update schedules at least weekly.
- Compare planned progress against actual site progress.
- Review critical-path activities, trade dependencies and upcoming milestones.
- Confirm materials, subcontractors, inspections and client decisions are aligned with the schedule.
- Monitor long-lead items and procurement deadlines.
- Identify preventable delays and require recovery schedules when projects fall behind.
- Ensure completion dates are realistic and supported by proper planning.
- Maintain a company-level project schedule dashboard.
Weekly Project Reporting
- Lead weekly Project Manager operations meetings.
- Implement a consistent project-reporting format.
- Review and challenge PM reports before presenting issues to Ownership.
- Ensure reports address:
- Work completed and upcoming work
- Schedule status and delays
- Budget and cost concerns
- Change orders
- Client decisions and selections
- RFIs and consultant responses
- Material and subcontractor issues
- Permit and inspection status
- Quality and safety concerns
- Payment issues
- Risks requiring management attention
- Assign responsibility and deadlines for outstanding action items.
- Follow up until major items are resolved.
Project Documentation
- Ensure every project file is organized, complete and current.
- Establish standard folder structures and naming procedures.
- Conduct regular project-file audits.
- Ensure PMs maintain:
- Owner and subcontract agreements
- Purchase orders and quotations
- Change orders
- Approved drawings and revisions
- Permits and inspection reports
- RFIs and submittals
- Meeting minutes
- Client selections
- Material orders
- Site photographs and reports
- Deficiency lists
- Payment-support documents
- Closeout records
- Ensure significant instructions and commitments are documented in writing.
- Prevent critical information from remaining only in verbal conversations, texts or personal emails.
Subcontractor Compliance
- Maintain a central subcontractor compliance tracker.
- Ensure required documentation is collected before subcontractors begin work.
- Monitor expiry dates and obtain updated documents.
- Track, where applicable:
- Form 1000
- WSIB clearance certificates
- Certificates of insurance
- Signed subcontract agreements
- Purchase orders and approved quotations
- Required licences
- Health and safety documentation
- Statutory declarations
- Releases and closeout documents
- Identify and address non-compliant subcontractors.
- Work with PMs to obtain missing documents.
- Coordinate with the Financial Controller to prevent unsupported or non-compliant payments.
- Maintain approved and restricted subcontractor lists.
Contract and Change-Order Administration
- Ensure significant subcontractor work does not begin without an approved agreement, quotation or purchase order.
- Confirm PMs understand subcontractor scope before mobilization.
- Monitor original contract values, approved changes and remaining balances.
- Ensure subcontractor extras are properly quoted, reviewed and authorized.
- Track outstanding owner and subcontractor change orders.
- Prevent unauthorized verbal commitments.
- Require written approval before change work proceeds whenever reasonably possible.
- Ensure approved cost and scope changes are communicated to Accounting.
- Assist with scope gaps, contract disputes and supporting documentation.
Payment Verification
This role will oversee the operational verification supporting payment. Final financial control and payment processing will remain with the Financial Controller and Ownership.
Responsibilities include:
- Confirming that the PM reviewed the invoice.
- Confirming that the invoiced work was completed.
- Requiring site verification when necessary.
- Confirming that the invoice matches the approved contract, purchase order or change order.
- Identifying deficiencies, incomplete work, back charges or disputed amounts.
- Confirming required compliance documentation is current.
- Preventing payments that exceed completed work or approved contract values.
- Returning incomplete or unsupported payment requests.
- Recommending full approval, partial approval, holdback or rejection.
Budget and Cost-Control Oversight
- Require PMs to understand and manage project budgets.
- Review job-cost and committed-cost reports with PMs.
- Identify potential cost overruns and margin risks early.
- Review anticipated costs and cost-to-complete forecasts.
- Require explanations and corrective plans for significant variances.
- Ensure costs are assigned to the correct projects and categories.
- Prevent unauthorized extras, scope changes and financial commitments.
- Coordinate with the Financial Controller regarding project profitability and Work in Progress reporting.
Client and Issue Management
- Ensure PMs communicate with clients consistently and professionally.
- Monitor unresolved client concerns, selections and decisions.
- Intervene in difficult situations before they escalate.
- Ensure PMs do not make unauthorized promises regarding cost, schedule or complimentary work.
- Review communications involving significant financial, scheduling, contractual or reputational risk.
- Ensure important client decisions and meeting minutes are documented.
- Escalate serious matters to Ownership.
Procurement and Subcontractor Performance
- Ensure PMs maintain procurement schedules.
- Monitor long-lead items, selections and delivery dates.
- Confirm purchase orders and approvals are in place.
- Ensure sites are ready to receive and install materials.
- Track subcontractor performance relating to:
- Quality
- Reliability
- Scheduling
- Pricing
- Communication
- Documentation
- Safety
- Deficiency response
- Address recurring subcontractor performance issues.
- Recommend whether subcontractors should remain approved.
- Help develop a reliable subcontractor and supplier network.
Quality, Permits and Inspections
- Establish and enforce quality-control procedures.
- Require PMs and Site Supervisors to inspect and document work before it is covered.
- Conduct periodic site audits.
- Track deficiencies through completion.
- Ensure construction follows approved drawings, specifications and authorized changes.
- Ensure required consultant reviews and inspections are coordinated.
- Track permits, inspection results, corrective work, occupancy requirements and permit closeout.
- Prevent work from proceeding improperly where required approvals are missing.
Health and Safety Administration Oversight
This role will oversee safety administration but will not replace any legally required constructor, competent supervisor, health and safety representative or qualified safety professional.
Responsibilities include:
- Ensuring required site safety documentation is maintained.
- Confirming PMs and Site Supervisors follow company safety procedures.
- Tracking subcontractor safety documentation.
- Ensuring incidents and serious safety concerns are reported and escalated.
- Monitoring toolbox talks, inspections and corrective actions.
- Ensuring safety deficiencies are addressed and closed.
Project Startup and Closeout
- Coordinate formal project startup and handover meetings.
- Ensure each PM receives and understands the project contract, drawings, permits, budget, schedule, scopes, procurement plan, safety requirements and reporting procedures.
- Ensure information is properly transferred from Estimating and Preconstruction to Construction and Accounting.
- Ensure PMs complete formal project closeout.
- Track final inspections, occupancy, deficiencies, warranties, manuals, as-built information, consultant documents, final invoices, holdbacks and client sign-offs.
- Coordinate final project reconciliation with the Financial Controller.
- Conduct lessons-learned reviews and ensure project records are archived.
Policies, Systems and Process Improvement
- Develop and maintain operational policies and Standard Operating Procedures.
- Implement standardized checklists for scheduling, procurement, change orders, payment requests, compliance, documentation and closeout.
- Train team members on company procedures.
- Audit whether procedures are being followed.
- Recommend corrective action when policies are repeatedly ignored.
- Improve project-management systems and reporting as Plexcon grows.
Reporting to Ownership
- Prepare a clear weekly portfolio-level report.
- Identify:
- Projects behind schedule
- Projects at risk of exceeding budget
- Client disputes
- Subcontractor issues
- Missing compliance documentation
- Quality and safety concerns
- Staffing and resource problems
- Major upcoming decisions
- Operational matters affecting cash flow
- Clearly identify matters requiring an Ownership decision.
- Ensure management decisions are implemented.
QualificationsRequired Experience
- Minimum seven years of progressive construction-industry experience.
- Minimum three to five years managing residential construction projects.
- Experience as a Senior Project Manager, Construction Manager, Operations Manager, Senior Site Superintendent or comparable construction leader.
- Demonstrated experience supervising or mentoring PMs, Coordinators or Site Supervisors.
- Experience overseeing multiple active projects simultaneously.
- Strong understanding of the complete project lifecycle from preconstruction through warranty and closeout.
- Experience working for a general contractor, builder, developer or major renovation contractor.
- Experience resolving delays, subcontractor problems, client concerns, deficiencies and coordination issues.
Required Construction Knowledge
- Strong understanding of residential construction sequencing and trade coordination.
- Ability to read architectural, structural, mechanical and electrical drawings.
- Knowledge of excavation, foundations, underpinning, framing, MEP systems, building envelope, waterproofing, roofing, windows, insulation, drywall and interior finishes.
- Ability to determine whether schedules and recovery plans are realistic.
- Ability to identify missing scope, poor planning and preventable delays.
- Understanding of project budgets, committed costs, cost-to-complete forecasting and change orders.
- Understanding of subcontract agreements, purchase orders, progress invoicing and holdbacks.
- Knowledge of Ontario permits, inspections and subcontractor compliance requirements.
- Familiarity with Form 1000, WSIB clearances, certificates of insurance and construction safety documentation.

Technology and Reporting
- Experience with construction scheduling and project-management software.
- Familiarity with Microsoft Project, Procore, Buildertrend, Smartsheet, Monday.com or comparable platforms.
- Strong Microsoft Excel skills.
- Familiarity with CompanyCam or similar construction documentation software.
- Experience creating project dashboards and management reports.
- Ability to review job-costing and committed-cost reports.
- Ability to implement consistent digital documentation procedures.
Education and Credentials
Post-secondary education in Construction Management, Civil Engineering, Architectural Technology, Building Science, Project Management or a related discipline is preferred.
Equivalent senior-level construction experience will also be considered.
PMP, Gold Seal Certification or a similar construction-management credential is considered an asset but is not mandatory.
Additional Requirements
- Valid Ontario driver’s licence.
- Ability to travel regularly between Plexcon’s office and project sites throughout the Greater Toronto Area.
- Ability to work primarily from the office while remaining actively involved in field operations.
- Legally authorized to work in Canada.
- Willingness to occasionally address urgent project matters outside regular business hours.

The ideal candidate is an experienced construction professional who has successfully managed complex residential projects and is ready to oversee multiple Project Managers.
