Description

Position: Full Time, 40 Hours Per Week (Non-Union)

Location: Elmira, Ontario

Reports to: Executive Director

What will you do?

As Human Resources Manager, you will be a hands-on, working manager who is actively involved in the day-to-day delivery of HR services across the organization. You will provide practical HR support, guidance, and oversight for people practices, policies, employee and labour relations, recruitment, performance management, compliance, attendance management, training, and HR systems.

This role is well suited to an HR professional who enjoys being close to the work, supporting managers directly, solving issues as they arise, and helping employees and leaders navigate HR processes in a unionized environment. You will manage a small but capable HR team while also carrying your own workload.

Core Responsibilities

Coordinate and carry out HR priorities and initiatives that support day-to-day operations.
Support workforce planning, staffing needs, succession planning, and organizational design discussions by providing practical information and recommendations.
Prepare HR metrics and reports, identify opportunities to improve processes, and help streamline or automate HR programs where possible.
Manage, guide, and support the HR team, while remaining actively involved in HR service delivery.
Provide hands-on HR support to the Senior Leadership and Management Teams to help them meet operational priorities.

Culture & Employee Engagement

Support and implement initiatives that reinforce EDCL’s culture of compassion, accountability, inclusion, and teamwork.
Help develop and coordinate DEI programs and related activities.
Coordinate employee engagement activities, gather feedback, and support follow-up action planning.
Provide supervision, guidance, and day-to-day direction to the Volunteer Supervisor.

Employee & Labour Relations

Conduct workplace investigations from intake through documentation, findings, and follow-up.
Manage employee relations matters and work directly with managers, employees, and union representatives to resolve issues.
Support grievance processes, including gathering information, preparing documentation, and participating in meetings.
Lead progressive discipline processes and ensure related documentation is complete and consistent.
Support conflict resolution by providing practical coaching, facilitation, and follow-up.
Participate as a member of the Employee/Employer Relations Committee and participate as a member of the Employer’s Collective Bargaining Team.

Recruitment & Talent Management

Oversee and coordinate recruitment activities to meet staffing needs.
Develop and maintain interview processes, templates, questions, and selection tools.
Participate in interviews and support managers through the selection process.
Monitor onboarding effectiveness and prepare or update new hire orientation presentations.

Performance Management

Develop, administer, and maintain performance management processes and related tools.
Coach managers on employee performance, development issues, documentation, and performance conversations.
Manage separations and terminations, including exit interviews, documentation, and required paperwork.

Policy & Compliance

Develop, maintain, update, and help embed HR policies across the organization, identifying and managing risk and liability for the organization.
Ensure compliance with applicable legislation, regulations, policies, and internal requirements.
Ensure practices align with the Collective Agreement and provide guidance to managers on interpretation and application.
Complete ministry compliance and reporting requirements as needed.
Act as the Privacy Officer for the organization.
Participate in and/or run the Joint Health and Safety Committee.

Training & Development

Develop and coordinate employee training programs that support operational needs and compliance requirements.
Provide hands-on coaching and training to managers on investigations, progressive discipline, performance coaching, effective feedback, and conflict resolution.
Oversee mandatory training compliance and follow up to ensure completion.

HR Systems

Oversee UKG and other HR systems, including data integrity, reporting, and process improvements.
Analyze workforce data to support staffing, attendance, compliance, and operational decision-making.
Produce HR reports and provide practical recommendations for action.

Attendance Management

Oversee attendance management processes and provide support to managers on attendance-related issues.
Ensure schedules meet manager expectations and staff needs while remaining aligned with the Collective Agreement.
Support follow-up, documentation, and communication related to attendance concerns.

Qualifications

Education and Experience

2 to 3 years of experience as a Senior HR Business Partner, HR Manager, or similar hands-on HR leadership role.
Post-secondary education or certification in Human Resources Management, or equivalent related work experience.
Experience working in the human services or non-profit sector is preferred.
Experience in a unionized environment is an asset.
Strong operational HR knowledge, with the ability to support practical day-to-day HR needs.
Knowledge of applicable Ontario employment legislation, including the Employment Standards Act, 2000, the Ontario Human Rights Code, the Occupational Health and Safety Act, and related requirements.
Experience with UKG HRIS and shift scheduling.

Ability to prioritize tasks and delegate when appropriate while remaining accountable for results.
Ability to act with integrity, professionalism, discretion, and confidentiality.
Proficient with Microsoft Office 365.
Flexible with respect to scheduling in order to support job responsibilities as employees work 24 hours per day.

Remuneration

The salary range for this role is $72,592 to $76,606 Canadian, annually.

Additional Requirements

Employment may be conditional upon successfully completing a Vulnerable Sector Police Check and meeting any other position-specific requirements. Applicants must be legally entitled to work in Canada.
