Position Summary
The Manager of Infectious Disease Prevention, reporting to the Director of Public Health Programs, leads a multidisciplinary team in delivering high quality public health services aligned with the Windsor Essex County Health Unit’s Mission, Vision, and Values. This role fosters a transparent and trust based workplace culture while building strong partnerships across the organization and with community, government, and non government stakeholders. The Manager provides leadership in implementing the Health Protection and Promotion Act and Ontario Public Health Standards, supports infectious disease related emergency preparedness, advances continuous quality improvement, and ensures best practices in privacy, records management, and data quality.
Key Outcomes

Ensure infectious disease programs and protocols are planned, implemented, and evaluated in alignment with OPHS, achieving annual program targets and compliance indicators.
Maintain a well-supported, high-functioning multidisciplinary team demonstrated through timely completion of performance reviews, successful onboarding, and improvements in staff engagement and satisfaction.
Ensure accurate, timely, and high-quality data entry, reporting, and information management across iPHIS and other systems, meeting provincial reporting requirements.
Establish and sustain effective relationships with internal teams, community partners, and government stakeholders, evidenced by increased collaboration and support for priority populations.
Support emergency preparedness and response for infectious disease related events. Ensuring timely coordination, communication, and evidence-informed decision-making during outbreaks or emerging issues.

Core Responsibilities

Lead and supervise the Infectious Disease Prevention team, including work planning, prioritization, performance management, coaching, and staff development.
Support the development and execution of departmental and organizational strategic plans, ensuring alignment with public health mandates and protocols.
Serve as the Integrated Public Health Information System (iPHIS) Problem Resolution Coordinator (PRC) for the Health Unit, ensuring data quality and timely issue resolution.
Prepare comprehensive reports for the Ministry of Health, Board of Health, and internal stakeholders to support accountability and decision-making.
Communicate a clear and consistent vision for the team, promoting transparency, engagement, and removal of communication barriers.
Build and maintain productive relationships with staff, community partners, government agencies, and priority populations to enhance program reach and impact.
Evaluate emerging issues, operational challenges, and program needs; recommend solutions aligned with organizational values and public health best practices.
Ensure a healthy, safe, and legislatively compliant workplace, supporting employee wellness and organizational culture.
Oversee staff orientation, training, and skills development to meet program and legislative requirements.
Manage the departmental budget, authorize expenditures, and monitor financial performance in accordance with approved plans.
Respond to or support media inquiries related to infectious diseases, participating in interviews as appropriate.
Support emergency preparedness planning and response efforts for infectious disease outbreaks and emerging health threats.
Lead program performance monitoring and Continuous Quality Improvement (CQI) activities to enhance program effectiveness, service quality, and accountability.

Qualifications
Required

A Bachelor’s degree in a relevant professional discipline (Health, Social Science, Education, Nursing or Business)
Certification of Registration as a Registered Nurse with the College of Nurses.
Requirements for employment as a Public Health Nurse as per Regulation 566 of the Health Protection and Protection Act

Preferred:

3-5 years management experience preferred
IMS 100 & IMS 200 Certification an asset
Indigenous Cultural Safety Training an asset
Master’s degree in a relevant professional discipline an asset

Other Requirements

Demonstrated experience in managing a diverse group of unionized professional and paraprofessional staff.
Comprehensive knowledge of Public Health and various related Acts/codes/standards.
Demonstrated ability to be flexible, versatile, and/or tolerant in a changing work environment while maintaining effectiveness and efficiency.
Demonstrated excellence in interpersonal, organizational, and time management skills.
Proficiency with Microsoft 365, collaboration tools, and emerging technologies, including AI-enabled tools

Union Status: Non-Union
Reports To: Director of Public Health Programs & CNO
Supervises: Public Health Nurses, Registered Practical Health Nurses, Health Promotion Specialists, Clerks
Hours of Work: 8:30am – 5:00pm with occasional evenings and weekends
Work Environment: Office, hybrid may be offered, community
Travel: Minimal – within city

Wage Grid: $56.34 - $62.61 hourly

All WECHU staff are required to show proof of immunity to measles, mumps, rubella and varicella through immunization records or blood work AND provide a two-step Mantoux tuberculin skin test or one-step Interferon Gamma Release Assay test PRIOR to employment start.
A Criminal Record and Judicial Matters Check (CRJMC) or a Vulnerable Sector Check (VSC) will be required as a condition of employment.
This position includes the option of hybrid work, whereby employees may be able to work remotely or from the office, based on departmental needs, job duties and personal work preferences. The successful candidate must reside within the province of Ontario and must be available to attend the office upon request.
