Full job description

Position Overview

The Human Resources Manager is responsible for developing and executing comprehensive HR strategies and initiatives across our Canadian operations, including head office and processing facilities. This role manages the full spectrum of human resources functions in a non-unionized environment, including talent acquisition, compensation and benefits, employee relations, compliance, immigration, payroll oversight, training and development, and organizational culture initiatives. The HR Manager reports to senior management and plays a critical role in building and maintaining a high-performing, engaged workforce.

Key Responsibilities

Talent Acquisition & Recruitment

Develop and implement recruitment strategies to attract qualified candidates at all organizational levels

Post job openings on appropriate platforms and manage the full recruitment lifecycle from posting through onboarding

Conduct interviews, assess qualifications, and make hiring recommendations to department heads

Develop and maintain relationships with recruitment agencies and educational institutions

Build and manage an applicant tracking system (ATS) and candidate database

Compensation, Benefits & Payroll Administration

Oversee all aspects of payroll processing, including timekeeping, deductions, and payment distribution

Ensure compliance with federal and provincial payroll tax requirements, CPP, EI, and income tax withholdings

Develop and administer competitive compensation and benefits programs

Conduct market analysis and salary benchmarking to ensure fair and competitive pay structures

Manage group benefits programs, employee assistance programs (EAP), and pension administration

Reconcile payroll accounts and prepare payroll reports and variance analyses

Compliance, Legal & Labor Relations

Ensure compliance with federal and provincial employment legislation (Canada Labour Code, provincial employment standards, human rights legislation, accessibility standards)

Develop, maintain, and communicate clear HR policies and employee handbooks

Handle employee relations issues, disputes, and grievances in a professional and timely manner

Document performance issues and maintain accurate personnel files

Manage termination processes and severance administration with legal compliance

Immigration & Work Authorization

Manage work permit applications and employment verification for foreign nationals

Ensure compliance with Immigration, Refugees and Citizenship Canada (IRCC) requirements

Coordinate with immigration consultants and legal counsel as needed

Monitor employment authorization status and renewal timelines

Maintain proper documentation and records for compliance audits

Training & Development

Assess organizational and individual training needs

Develop and implement comprehensive training programs for all levels

Coordinate new employee orientation and onboarding

Create succession planning strategies and career development pathways

Manage professional development budgets and training provider relationships

Track training completion and ROI; maintain training records

Organizational Culture & Employee Engagement

Plan and execute team building events and company-wide initiatives

Conduct employee surveys and feedback sessions to assess engagement and morale

Develop retention strategies and employee recognition programs

Foster positive workplace culture across all locations (head office and processing facilities)

Communicate HR policies, updates, and initiatives to all staff

HR Reporting & Analytics

Prepare and present regular HR metrics and performance reports to management

Track KPIs including turnover, recruitment costs, training hours, and engagement scores

Maintain HR information system (HRIS) and ensure data accuracy and confidentiality

Generate reports for government submissions (Statistics Canada, provincial labor statistics)

Analyze HR data to identify trends and recommend process improvements

Multi-Location Management

Provide HR support and consistency across head office and processing facility locations

Travel between locations as required to manage recruitment, training, and employee relations

Ensure standardization of HR policies while accommodating location-specific needs

Required Qualifications

Bachelor's degree in Human Resources, Business Administration, or related field

Minimum 5 years of professional HR experience in a multi-functional capacity

Professional HR designation (CHRP, CIPHR, or equivalent) or willingness to obtain within 2 years

Strong knowledge of Canadian federal and provincial employment law and regulations

Proficiency with HRIS software and standard business applications (Microsoft Office suite)

Excellent written and verbal communication skills in English; French is a plus

Strong organizational and time management skills with ability to manage multiple priorities

Demonstrated ability to maintain confidentiality and handle sensitive information professionally

Problem-solving skills and ability to work independently and collaboratively

Preferred Qualifications

Experience in manufacturing, food processing, or similar industrial environments

Experience with payroll systems and processors (Dominion Payroll, ADP, Workday, etc.)

Experience managing immigration and work authorization matters

Experience with recruitment software and applicant tracking systems

Experience managing multi-location HR operations

Knowledge of health and safety regulations and workers' compensation

Pay: $80,000.00-$105,000.00 per year
