As a Business and Policy Planner, you will advance strategic initiatives, research, and special projects focused on supporting businesses to thrive during construction and improve the citizen experience throughout a construction project lifecycle. You will build relationships and engage with internal and external interest-holders to implement The City's business-friendly construction policy and contribute to the successful planning, design and delivery of The City's capital infrastructure program. Primary duties include:

Plan, develop, and implement new policies and procedures for managing or mitigating impacts of infrastructure construction on local businesses.
Collaborate cross-corporately and in liaison with key interest-holders to establish or integrate practices and procedures to support the effective implementation of the business-friendly construction policy.
Support the development of performance measures and methods for tracking outcomes and reporting on customer service performance.
Carry out research and engagement with internal and external interest-holders to gather insights and identify opportunities for improved business and customer experience, and ensure legal, financial, and other considerations are incorporated into policy, standards and strategic objectives.
Lead special projects and develop protocols to resolve operational challenges and strategic issues, supporting project teams and leadership on initiatives that require outreach and engagement with internal and external partners, interest-holders and members of Council.
Develop and maintain key relationships that foster strong, two-way dialogue with the business community and key external interest-holders, including complex and political organizations; and raise awareness about The City's commitment to a business-friendly construction approach.
Provide expertise in the identification of external interest-holder issues or concerns to support issue resolution and advocate for business interests with Departmental project teams and senior leaders.
Facilitate cross-departmental working groups with internal and external interest-holders, creating an environment that is collaborative and outcomes focused to advance initiatives and address challenges.

Qualifications

A degree in Commerce, Business Management, Urban Planning, Architecture, Social Science, Public Administration, or a related discipline and at least 5 years of related experience, including strategic planning and policy development.
Experience in project management, organizational change, or building a business support program would be considered an asset.
Working knowledge of current City policies and processes would be considered an asset.
The successful candidate will have strong communication, problem-solving skills, and political acumen, with the ability to build and maintain effective working relationships and to influence without authority.

This position may be eligible to work from home for at least part of the time as one of several flexible work options available to City employees. These arrangements depend on the operational requirements of the role, employee suitability, and are subject to change based on operational needs and corporate direction.
