About us:
The Labour and Transportation I&IT Cluster (LTC) provides leadership in the planning and deployment of information technology. The cluster enables the delivery of I&IT programs and services, support the generation of new business opportunities, and builds on key elements of the Government I&IT infrastructure.
Within LTC, the Digital Solutions Branch works directly with end users and stakeholders to launch both public and employee-facing digital transformation technology solutions. We leverage modern technology and methodologies including Cloud, Agile/Scrum and Balanced Delivery Teams.
We are re-thinking how we deliver services through modernization initiatives and how we access and deliver critical services remotely. We are aiming to enable a future-ready OPS workforce through technology-focused enterprise-wide strategies.

As a Senior Developer, you will:
- develop and enhance complex applications through coding, configuration, and testing
- create system integration plans and recommend technical improvements
- build and document deployment processes and troubleshoot issues
- lead testing activities, including test planning, execution, and defect resolution
- provide senior technical guidance, mentor team members, and support project planning
- coordinate design activities and produce clear technical and systems documentation
You have knowledge and experience with modern software development tools, platforms, and practices, and the ability to apply them in the design, development, integration, and support of complex enterprise applications. This includes the ability to:
- Develop applications using .NET (ASP.NET Core) and languages such as C#, TypeScript, JavaScript, and SQL
- Build full-stack web applications using HTML5, CSS3, and frameworks such as Angular
- Create responsive, accessible, and user-friendly web applications aligned with industry standards
- Design and develop RESTful APIs and web services, and support system integration using JSON/XML
- Work with authentication and authorization approaches (e.g., OAuth 2.0, OpenID Connect)
- Develop and deploy applications in Microsoft Azure or similar cloud platforms
- Apply modern architecture approaches such as microservices and distributed systems, and evaluate technical options to recommend effective solutions
- Use tools such as Docker and Kubernetes (or similar) for containerization and orchestration
- Work with Git-based source control and tools such as Azure DevOps
- Design, implement, and support CI/CD pipelines for automated build, testing, and deployment
- Apply Infrastructure as Code practices (e.g., Bicep, Terraform)
- Use relational and non-relational databases (e.g., SQL Server, Cosmos DB)
- Contribute to testing strategies and quality assurance practices, including unit and integration testing
- Apply and contribute to software development life cycle (SDLC) practices and system integration approaches
- Support monitoring and observability using tools such as Azure Monitor
- Leverage AI-assisted development tools (e.g., Microsoft Copilot / GitHub Copilot) to improve development efficiency and code quality
- Provide technical guidance, contribute to best practices, share knowledge with team members, and continuously learn new technologies
You have:
- Knowledge and experience in the design, development, and implementation of enterprise-level solutions across the full software development life cycle (SDLC)
- Ability to evaluate technical options, assess feasibility, risks, and impacts, and recommend solutions aligned with business needs
- Knowledge of current information technology trends, engineering practices, and cloud-native architectures
- Experience contributing to architectural design, system integration strategies, and continuous improvement of technical solutions
- Ability to apply Government of Ontario IT standards, policies, and practices
- Experience working in Agile/Scrum environments, including participation in sprint planning, daily stand-ups, demos, and retrospectives
- Experience implementing solutions based on defined user requirements (e.g., user stories and acceptance criteria), including associated testing artifacts
- Ability to provide technical guidance and mentorship to team members and contribute to quality assurance practices

- Conduct research and apply analytical approaches to resolve complex programming and design issues
- Evaluate system deficiencies and develop effective, scalable, and cost-efficient solutions
- Identify, diagnose, and resolve problems impacting information technology solutions, including production issues
You can:
- Communicate technical concepts and recommendations clearly to both technical and non-technical stakeholders
- Discuss solution options, including advantages, risks, and impacts on business outcomes
- Collaborate effectively with cross-functional teams, including clients, vendors, and internal partners
- Prepare clear technical documentation, reports, analysis, and recommendations
- Participate in and contribute to team discussions, technical leadership, and knowledge sharing
