(BCGHI) is a growing human services organization dedicated to providing safe, person-centred, and high-quality residential and community support services for children, youth, and adults with developmental disabilities, autism, dual diagnosis, and complex behavioural needs. Position Summary

The Director of Services provides strategic and operational leadership for all residential and community programs within BCGHI. The successful candidate will ensure that services are delivered in accordance with the Child, Youth and Family Services Act (CYFSA), Quality Standards Framework, Ministry requirements, Accreditation Standards, and all applicable legislation and organizational policies.

The Director of Services is responsible for overseeing program quality, regulatory compliance, staff leadership, clinical collaboration, risk management, and continuous quality improvement while fostering positive relationships with government ministries, placing agencies, community partners, and families.

Key ResponsibilitiesLeadership & Program Management

Provide leadership and direction to managers, supervisors, and frontline staff.
Ensure high-quality, person-centred services across all residential programs.
Develop and implement strategic service plans aligned with organizational goals.
Promote a culture of accountability, collaboration, diversity, equity, and inclusion.
Participate in organizational planning and program development initiatives.

Quality Assurance & Compliance

Ensure compliance with all applicable legislation, including:
Child, Youth and Family Services Act (CYFSA)
Quality Standards Framework (QSF)
Occupational Health and Safety Act
Accessibility for Ontarians with Disabilities Act (AODA)
Privacy legislation and organizational policies
Lead licensing readiness, internal audits, inspections, and accreditation activities.
Monitor service quality through quality assurance reviews and continuous improvement initiatives.
Develop and maintain policies, procedures, and operational standards.

Clinical & Service Oversight

Monitor individualized service plans and behavioural support plans.
Collaborate with clinicians, psychologists, behaviour analysts, and external professionals.
Ensure appropriate admissions, transitions, discharge planning, and placement stability.
Support crisis intervention and high-risk case management.

Human Resources Leadership

Recruit, mentor, coach, and evaluate management staff.
Promote employee engagement, professional development, and succession planning.
Ensure compliance with employment legislation and organizational HR practices.
Support performance management, investigations, and conflict resolution.

Financial & Operational Management

Assist with annual budgeting and resource planning.
Monitor program expenditures and operational efficiency.
Ensure staffing models meet service needs and funding requirements.
Participate in contract management and service agreements.

Stakeholder Relations

Build and maintain collaborative relationships with:
Ministry of Children, Community and Social Services (MCCSS)
Developmental Services Ontario (DSO)
Children's Aid Societies
Community Living agencies
Hospitals
Families and caregivers
Community partners
Represent BCGHI at community meetings, committees, and networking events.

Risk Management

Oversee incident reporting and investigations.
Ensure implementation of risk mitigation strategies.
Lead emergency preparedness and critical incident response.
Promote a safe environment for individuals supported and employees.

Qualifications

Master's degree in Social Work, Psychology, Child and Youth Care, Human Services, Healthcare Administration, or a related field is preferred.
Bachelor's degree in a related discipline will be considered with extensive leadership experience.
Registration with a relevant professional regulatory body is considered an asset.
Valid Ontario Driver's Licence and access to a reliable vehicle.
Clear Vulnerable Sector Check.
Current Standard First Aid and CPR certification.

Experience

Minimum 7–10 years of progressive leadership experience within developmental services, children's residential services, mental health, or community social services.
Minimum 5 years in a senior management or director-level position.
Demonstrated experience managing residential programs regulated by the Ministry of Children, Community and Social Services (MCCSS).
Experience with licensing, audits, accreditation, and regulatory compliance.
Experience supervising multidisciplinary teams.
Proven success in organizational growth, quality improvement, and change management.
Experience working with individuals with developmental disabilities, autism, dual diagnosis, trauma, and complex behavioural needs.

Knowledge & Skills

Strong knowledge of Ontario legislation governing residential services.
Excellent leadership, coaching, and team development skills.
Strong budgeting and financial management abilities.
Exceptional written and verbal communication skills.
Strong problem-solving and decision-making abilities.
Experience with quality assurance and continuous improvement processes.
Ability to manage multiple priorities in a fast-paced environment.
High level of professionalism, integrity, and ethical decision-making.
Proficiency with Microsoft Office and electronic documentation systems.

Preferred Assets

Knowledge of Applied Behaviour Analysis (ABA) principles.
Experience with Safe Management Group (SMG), CPI, or equivalent crisis intervention models.
Experience with developmental services funding models and Ministry reporting requirements.
Accreditation experience (CARF, Accreditation Canada, or similar) is an asset.
