Full job description

Position Summary:

As a member of the Community’s senior management team and reporting to the Senior Administrative Officer (SAO), the Fire Chief assumes overall responsibility for the management and operations of Fire & Rescue Services for the Community of Whati.

The Fire Chief has direct oversight of the planning, organizing, coordinating, and directing of local fire fighting, fire prevention, rescue and safety operations, and programs for the Community.

Specific Accountabilities:

Key Responsibility 1: Leadership

· Manage all Fire and Rescue Services’ employees in order to ensure a productive, positive and healthy work environment.

· Responsible for leading, mentoring and growing a team of high-performing individuals and teams who will work together.

· Ensure new and existing employees and volunteers have sufficient training and resources to provide professional and competent service delivery.

· Ensure a positive outcome to employee relation issues in the department in accordance with accepted HR practices and policies including performance.

· Responsible for talent acquisition and development of succession planning initiatives.

· Complete performance reviews and manage employee conduct in the workplace through coaching and mentoring of staff.

· Promote a culture of inclusivity, respect and diversity through initiatives, programs and processes that align with external best practices.

· Establish and maintain effective relationships with various internal and external groups including Council, senior leadership, First Nation community and the employees.

Key Responsibility 2: Strategic Planning and Management

· Work with the SAO in developing and implementing the Fire and Rescue Services yearly plan.

· Develop and monitor the fire departments budget with approval from the Senior Administrative Officer (SAO) and Chief & Council.

· Prepare Fire and Rescue Services plans for short- and long-term terms projects including the financial forecasting of the projects.

· Oversee the implementation of all projects and manage to the budget for each project.

· Collaborate with third-party stakeholders and oversee the implementation of contracts related to projects in the Community.

· Ensure there are daily/monthly/annual logs associated with maintenance and repair of government buildings, equipment and infrastructure.

· Responsible for the overall maintenance of all Fire and Rescue Services equipment and procure goods and equipment to support the infrastructure.

· Provide and present reports to Council, government agencies, departments and other organizations as required.

Key Responsibility 3: Operational Leadership

· Responsible for providing a range of programs and services designed to enhance the education, health, safety, and vitality of the Community.

· Management of programs includes preparation for and response ability to emergencies such as fires, sudden medical emergencies, motor vehicle collisions, exposure to dangerous conditions, fire prevention and public education as well as rescue and suppression services.

· Develop, implement and evaluate policies and procedures for the operation of the municipal fire department.

· Responsible for the overall operations of the Fire and Rescue Services.

· Oversee the operations of the Fire and Rescue Services including conducting regular inspections and all systems to ensure they meet regulatory requirements.

· Ensure vehicles and equipment are maintained as per a preventative maintenance program.

· Possess the ability to evaluate the type of fire, the extent of damage to buildings and the danger to nearby establishments.

· Determine damage estimates and investigate the potential causes of a fire after extinguished, along with the RCMP.

· Develop and oversee the implementation of fire prevention campaigns

· Represent the fire department in communications with the North Slave Fire Marshal and Assistant Fire Marshal I.e., Fire Reports

Qualifications and Education Requirements:

· A Diploma or Degree or a combination of related post-secondary education and a Certificate or Diploma in Fire Service.

· Alberta Safety Codes Officer certification

· Current ACP registered EMR certification or equivalent.

· Minimum of 5 years of directly related experience working for a Volunteer Fire Department as a Fire Chief or a Fire Fighter.

· Leadership experience as a superintendent and or team leader is a must.

· Must possess a strong knowledge of provincial and professional fire department regulations as well as applicable employment and safety laws and regulations.

· Leadership experience in a volunteer and paid-on-call fire service organization.

· Must possess the ability to take full control of a fire emergency

· Strong knowledge of all applicable provincial and professional fire and emergency regulations as well as all applicable employment and safety laws and regulations.

· Proven experience and ability in managerial skills, communication/presentation skills, budgeting and report writing as well as the ability to manage difficult situations and facilitate conflict management.

· Demonstrated ability in being a decisive, strategic thinker, strong problem-solving abilities, change management, negotiation and interpersonal skills.

· Demonstrated experience as an inspirational and adaptive leader with the ability to foster a positive, respectful and inclusive work culture.

· A high degree of integrity, honesty, and accountability for personal and team successes and challenges

· Ability to foster and maintain trusting and dependable working relationships.

· Certifications:

· NFPA 1001 Fire Fighter II

· NFPA 1002 Fire Apparatus Driver/Pump Operator

· NFPA 1021 Fire Officer Professional

· NFPA 1033 Fire Investigations

· NFPA 1041 Fire Service Instructor

· Incident Command System- Level 200

· Possess a clean driving record and a valid XXX Class Drivers 5 Licence with air brakes endorsement is a must.

· Ability to take initiative and work independently on individual assigned tasks, as well as ability to work in a team environment.

* The employee must live within 10km of the Community’s Fire Hall [KM1]

Pay: $30.00-$35.00 per hour
