PRIMARY FUNCTION:
The Senior Clinical Systems Analyst is responsible for supporting, maintaining, updating and optimizing a product component of the Regional Health Information System (RHIS) for the South East Hospital Cluster, including rotational on-call support, gathering requirements from end-users, performing system testing and implementing workflow updates and changes. Additionally, leads discussions with the regional stakeholders to understand business requirements, performs advanced configurations and customizations and provides technical guidance and direction to junior analysts in the team.
Reporting to the operations manager, the Senior Clinical Systems Analyst supports incident resolution, maintains the system continuously, and enhances the system through the change management process based on regional and/or local needs. Assists in developing the work and resource plan for small to large or complex information systems projects. Capable of working at the highest technical level in all phases of systems analysis, development, and delivery.
Within this role, the employee is responsible for contributing to the delivery of the Regional Health Information System (RHIS) strategy. As part of their duties, the employee must demonstrate awareness of and take responsibility for actively promoting and supporting patient- and family-centered engagement and care in all aspects of their work.
PRINCIPLE RESPONSIBILITIES:
- Oracle Cerner system configuration and Production Support- Provides HIS system support and on-call service as required; coordinates problem resolution related to end-user issues or errors, support enhancement and optimization of the system.
- Enhances the system by adhering to ITIL best practices for incident, problem, and change management to achieve defined service level objectives.
- Record system issues and their resolutions for future reference.
- Collaborate with stakeholders from the local ambulatory programs to configure and support the PowerChart Framework, clinical documentation, medication management, Referral Management and Message Center solutions that meet end-user needs.
- Works closely with the Lumeo CPOE team to support Ambulatory Infusion PowerPlans.
- Develop, test, and maintain standardized ambulatory orders for the RHIS in collaboration with Lumeo Clinical Specialists, Solution Leads and Integration Architects to facilitate standardized workflows.
- Leads and facilitates discussions with regional decision makers to understand priority issues, understand business requirements and align on planned system changes
- Addresses complex end-user issues and performs advanced configurations or customizations as necessary to meet business needs.
- Guides analysts through the design, build/configuration, testing, and deployment of the team's core applications, features, and integrations with other supported systems/applications
Assess the impact of planned system changes and upgrades across integrated workflows, end-users and training teams
- Supports complex projects requiring application enhancements, optimizations and new application implementation or integrations, as required
- Helps create user documentation, develops training materials, and configures the training environment as needed.
- Performs quality assurance and checks before migration of changes to production
- Provides on-call support on rotational basis, if required.
2. Project Management and Coordination – Leads projects focused on enhancing or optimizing the RHIS, executes all phases of the systems development lifecycle and works with the client to prioritize and select optimization projects. For example:
- Supports regional working group duties and ad-hoc meetings that may include, establishing an agenda, recording action items and meeting minutes, and ensuring alignment with the Terms of Reference.
- Engages with stakeholders to understand and document their unique business requirements
- Assists with system integration and reconciling requirements across stakeholder groups
- Assesses clinical workflows and offers recommendations for improvement when appropriate.
- Assists the Operations Manager or Solution Lead by providing relevant input into project work plan and resource plans for small to complex projects
- Addresses or resolves minor team issues or risks that may not need a manager’s oversight.
- Identifies and informs the Operations Manager or Solution Lead about key issues and roadblocks that may need attention from senior leadership
- Attends Governance and Advisory Committee Meetings, as required
- Education and Learning: Acts as a subject matter expert of the clinical application, maintain a working knowledge of how different RHIS applications integrate and their relationship with other systems; coaches junior and new team members in their respective functions; cross-trains operational team on their respective applications; maintains knowledge of technological advances; maintains knowledge of hospital workflows and operations that may impact the system.
- Other: In the absence of the Operations Manager or Solution Lead, leads and facilitates on-going team meetings, monthly/adhoc vendor and end-user meetings to discuss progress, issues, and risks. Contributes and documents procedures, guidelines, and project communications for clinical areas, identifies opportunities for improvement in existing system workflows. Provides performance feedback.
QUALIFICATIONS:
- Undergraduate Degree in Computer Informatics, Computer Science, or any health-related discipline; or equivalent combination of education and hospital information system experience.
- Minimum 4+ years of clinical informatics experience working closely with front line staff at a hospital or health system with a focus on Ambulatory workflows; OR Minimum 4+ years as a clinician or technician in complex hospital setting with a focus on Ambulatory Care. OR 4+ years in a system analyst role supporting a regional Hospital Information System
- 2+ years’ experience supporting Oracle Health:
- Support Tools, Clinical Documentation: PowerForms, iView,Dynamic Documention,Smart Templates, Clinical Components: Task Lists, Ambulatory Organizer, Care Compass, Task build, Medication Management, Orders: Order Sets, PowerPlans, PowerChart Framework, mPages, Clinical Components, Preferences/Privileges, Referral Management application , Message Center application
- Strong knowledge of Ambulatory clinical documentation, position maintenance, medication management, PowerPlans, Message Center and Referral Management workflows as it relates to end-users
- Ability to identify and analyze issues and provide solutions using problem solving and analytical skills
- Excellent prioritization, organizational skills, and project management methodologies, as demonstrated by the ability to manage own time and complete multiple tasks and projects assigned simultaneously
- Ability to communicate effectively (both orally and in writing) with all levels of stakeholders and management to provide efficient customer service
- Demonstrated ability to clearly and comprehensively document data collection, workflows and testing activities
- Demonstrated good judgment, decision-making and problem-solving skills
- Demonstrated ability to work effectively with little direct supervision and within a team
- Demonstrated skills in working with all levels of staff in an organization and the ability to work with external groups, agencies, and/or individuals
- Knowledge of principles and methodology of systems development life cycle
- Working knowledge of common MS-Office products (Excel, PowerPoint, Word)
- Relevant knowledge and experience of hospital information systems such as Cerner, Meditech, Epic - preferred
- Technical knowledge of CCL (Cerner Command Language) with solid experience using it (evidenced by completion of Discern Beginner, Intermediate courses), knowledge of the Cerner Millennium database model, and familiarity with HTML/JavaScript - preferred
- Proven ability to attend work regularly.
- Satisfactory criminal reference check and vulnerable sector search required.
