Position Job Title: Associate Registrar

Location: Niagara Falls, ON

Reports To: University Registrar

Position Overview

Reporting to the University Registrar, the Associate Registrar provides operational leadership for the Office of the Registrar’s enrolment services portfolio, including but not limited to admissions, registration, records, reporting, student systems, degree audit, academic scheduling, and policy administration. The role provides leadership to a team consisting of both onshore and offshore operations, supporting a high-volume current and future prospective student environment and contributing to institutional enrolment objectives.

As a key member of the Office of the Registrar leadership team, the Associate Registrar leads integrated enrolment services operations across the comprehensive applicant and student lifecycle, with a primary focus on strategy implementation, decision-making, and process excellence. The role ensures that all processes, pathways, and related services are delivered consistently, efficiently, and in alignment with institutional regulations and academic standards.

Acting as a strategic partner to the University Registrar, the Associate Registrar evaluates and improves operational practices, refines workflows, and establishes service standards that support timely, accurate, and student-centred outcomes. The role works collaboratively with academic and administrative leaders to strengthen student lifecycle practices, support enrolment objectives, and advance a culture of academic integrity across the university.

The Associate Registrar provides leadership to staff within the portfolio, fostering a culture of accountability, service excellence, and continuous improvement to ensure high-quality support for applicants, students, and academic partners.

Key Responsibilities

Provides strategic and operational leadership for the Enrolment Services portfolio within the Office of the Registrar, with oversight of admissions, academic integrity, registration support, and related student record functions, ensuring services, decisions, and processes are aligned with institutional priorities, regulatory requirements, and the university’s commitment to student success and academic quality.
Develops and implements enrolment services processes, identifying opportunities to improve efficiency, consistency, and service quality through the application of sector best practices and data-informed decision-making.
Oversees the academic integrity portfolio, including policy development, implementation, and operational processes, ensuring alignment with institutional standards and supporting a culture of academic integrity.
Leads the development, review, and ongoing refinement of policies, procedures, and workflows related to enrolment services and supports with the Office of the Registrar, ensuring compliance with institutional standards, legislative requirements, and applicable ministry or regulatory frameworks.
Provides subject matter expertise in the interpretation and application of enrolment-related regulations, policies, and procedures to support consistent, informed decision-making across the university.
Works collaboratively with academic leadership, student success units, and multiple operational teams to support integrated service delivery throughout the student lifecycle, including applicant intake, admissions assessment, registration, progression, academic standing, and related student supports.
Contributes to strategic enrolment planning as a key member of the University Registrar’s leadership team, providing enrolment insights, forecasting, and analysis to inform institutional strategies, priorities, and targets.
Supports the functional oversight of enrolment services systems and data, ensuring integrity, accuracy, and appropriate use of information, and supporting reporting, process efficiency, and continuous improvement.
Manages human, financial, and operational resources within the assigned portfolio to support service excellence, staff development, accountability, collaboration, and continuous improvement.
Develops strong working relationships with academic, administrative, and service units to promote coordination, remove barriers, and ensure a consistent and high-quality student experience.
Monitors emerging issues, institutional needs, and external developments affecting enrolment services, and responds with timely recommendations, process adjustments, and strategic advice to senior leadership.
Participates in departmental and institutional planning activities, including business planning, operational planning, and service design, to ensure that portfolio priorities are aligned with university goals and resourcing realities.
Exercises delegated authority in enrolment-related decision-making, including policy interpretation and approval of exceptions, and assumes final approval authority in the absence of the University Registrar as required.
Performs other duties as assigned.

Position Requirements

Education and Experience

University degree in Management, Business Administration, Higher Education or a related field (master’s degree preferred).
A minimum of 6 years of progressive experience in admissions, registrarial services, or student administration within a postsecondary environment, including leadership responsibilities.
A minimum of 4 years’ management experience.
Demonstrated experience leading change-management initiatives.
Professional experience with, and detailed knowledge of, domestic and international postsecondary admissions processes and frameworks, is considered an asset.
Experience developing policy documents and interpreting legislation and ministry standards in a complex and evolving regulatory environment.
Excellent analytical skills (quantitative and qualitative), synthesis, and ability to solve complex problems.
Demonstrated strategic thinking and the ability to translate institutional priorities into operational initiatives.
Knowledge and experience in information technologies, particularly student information systems and their strategic application.

Competencies

Strong understanding of student information systems (e.g., Ellucian Banner, Ellucian Colleague) and their application to admissions operations, data management, and reporting.
Strong organizational and operational management skills, with the ability to oversee complex processes while maintaining accuracy and attention to detail.
Strong communication skills, with the ability to engage and influence diverse academic and administrative stakeholders.
Demonstrated ability to lead and collaborate across teams, manage competing priorities, work independently, and deliver results in a fast-paced, deadline-driven environment.
Knowledge of relevant privacy legislation, including FIPPA, and demonstrated commitment to confidentiality and data governance best practices.
Demonstrated commitment to diversity, equity, and inclusion, and to delivering student-centered services within a postsecondary environment.
