Working as a Communications Officer for the Edmonton Police Service (EPS) is complex and challenging. For the right candidate, it’s also rewarding. In this role, you’ll have the chance to work on files that are of critical importance to the community, which will test your quick thinking and your ability to formulate strategic, thoughtful, and empathetic responses to emerging issues. You’ll be joining a high-performing team, so you’re the type of individual that shows initiative and steps right into working on key public safety issues. You are an excellent writer and communicator who stays on top of current events and can strategically anticipate how they could impact the organization. This is an excellent opportunity to expand your critical thinking and issues management skills.

The EPS is recruiting for (1) full-time permanent Communications Officer (PIO II) position within the Public Affairs Unit. The communication officer within this unit will have duties that include:

Planning, managing, and implementing public relations strategies, including but not limited to special events, community liaison initiatives, and educational campaigns.
Researching and/or contributing to communication products, such as news releases, briefing documents for senior leadership, Q&A documents, fact sheets, brochures, annual reports, etc. for internal and external audiences.
Working with other areas within the Corporate Communications Division (the Media Relations Unit, Digital Media Unit and Partnership and Stakeholder Development Branch) to ensure an integrated approach to communications that aligns with EPS’ strategic goals.
Assisting with EPS' web and online presence, including coordinating and developing content on the EPS webpage and intranet sites in conjunction with internal and external partners.
Planning, organizing, and executing press conferences for major corporate announcements, including coordinating with external stakeholders, preparing key messages, backgrounders, news releases, etc. and briefing all participants.
Coordinating major internal and external public education campaigns, including needs assessments, development and placement of media buys, creative briefs, collateral, and other materials to satisfy communication goals.
Working with external partners such as community groups, non-profits, and public agencies; this includes occasional inter-governmental work.
Experience preparing and coaching spokespeople for public and press events.
Supporting media relations day-to-day work.
Participating in the after hours on-call rotation and call-out for crisis communications.

Qualifications

University degree in communications, public relations, or related discipline AND a minimum of two (2) years of related experience in a designated public relations, public affairs, or communications position.
OR a diploma in communications, public relations or a related field AND a minimum of four (4) years of related experience in a designated public relations, public affairs, or communications position.
Related experience includes:
- Demonstrated experience developing and implementing integrated communication/public relations strategies.
- Demonstrated experience in developing marketing strategies, including coordinating media buys, performing market research, media monitoring and analytics.
- Experience applying communications industry best practices to communications strategies, campaigns, and issues management.
- Advanced writing skills for a variety of mediums including statements, speeches, ad copy, social media, communications plans, etc.
- Experience in media relations, including coordinating press conferences, writing news releases, statements and speaking notes, providing and/or coordinating interviews and collaborating with partner agencies.
The following experience would be considered an asset:
- A strong understanding of current events and historical policing issues that may impact the EPS
- Issues management and/or crisis communications experience
- Previous communications experience in a law enforcement or emergency management environment
Additional skills:
- Excellent prioritization, time management and organizational skills
- Strong professional and political acumen
- Agile team player who can also work independently with minimal supervision

Candidates selected for interview will be required to participate in a written test.

Hours of Work: 33.75 hours per week, between 0800 - 1600 hours, Monday - Friday. Hours of work may be subject to the terms and conditions of a variable hours of work program. Work during evenings and weekends can be required as this role is expected to participate in an after-hours on-call rotation for crisis communications needs, as required. The successful candidates may be able to participate in the EPS work from home program based on supervisor approval.

Salary Range: 21M, Salary Grade: 044, $48.84 - $61.54 (Hourly); $3,296.80 - $4,154.40 (Bi-Weekly); $86,045.63 - $108,430.43 (Annually). The rates quoted are in accordance with a collective agreement between the Union and the City of Edmonton.
