Shared Health leads the planning and coordinates the integration of patient- centered clinical and preventive health services across Manitoba. The organization also delivers some province-wide health services and supports centralized administrative and business functions for Manitoba health organizations.

Position Overview
This position reports to the Shared Health Indigenous Health Provincial Planning Director and will contribute to the development of an Indigenous representative workforce within Shared Health and health authorities. The Indigenous Workforce Development Coordinator will support and has an integral role in the recruitment and retention of Indigenous employees across the organization. This position provides human resource support, with a strong focus on creating a culturally safe and inclusive workplace while guiding and supporting Indigenous applicants and employees in their health care career journey.

The Indigenous Workforce Development Coordinator will work with the Shared Health Indigenous human resources team, as well as other programs such as the Health Care Recruitment and Retention Office (HCRRO) in implementing recruitment and retention initiatives related to the Provincial Indigenous Health Operating Model. This role supports and guides initiatives related to Indigenous employee engagement, recruitment, and retention, and supports the broader system in disrupting and dismantling Indigenous racism.

THIS IS A DESIGNATED INDIGENOUS COMPETITION THAT IS OPEN TO INDIGENOUS APPLICANTS. Proof of ancestry will be requested, and those selected for an interview will be asked related questions. We invite applicants to self-identify in your cover letter and/or resume. Experience

Minimum 3 years of experience in recruitment and/or human resources.

Experience and familiarity with job boards, and human resources/recruitment software.

Experience in or knowledge of workforce development functions specializing in Healthcare, Indigenous employment, workforce development, and youth engagement strategies.

Previous experience in workforce or career development, involving engagement activities and outreach to the community.

Experience and knowledge of Manitoba’s public health care system and services.

Lived experience and understanding of Indigenous healthcare priorities, services, and challenges alongside Indigenous culture, protocols, traditions, and values, both within communities and organizations in Manitoba.

Demonstrated experience promoting careers to Indigenous students and youth, with the ability to provide information on community resources and encourage them to apply to various training and education programs.
Education (Degree/Diploma/Certificate)

A post-secondary degree in Human Resources, or completion of a post-secondary program in a relevant discipline.

Certificate in Human Resources management from an accredited educational institution preferred.

Training in Indigenous relations, coaching and trauma informed care and/or similar field an asset.

Completion of Indigenous cultural safety and anti-racism training.

An equivalent combination of education and experience will be considered.
Certification/Licensure/Registration

Chartered Professional in Human Resources (CPHR) designation (or working towards it) is considered an asset.

Registered Professional Recruiter (RPR) designation (or equivalent) is considered an asset.

Must have a valid Manitoba driver’s license and use of a personal motor vehicle for travel.
Qualifications and Skills

Knowledge of Indigenous languages is an asset.

Strong and culturally relevant communication, interpersonal, analytical, organizational, and leadership skills.

Proficient in written and verbal communication and collaboration. Skilled in developing and presenting findings to varied audiences.

Demonstrated ability to relate effectively to a variety of people from diverse backgrounds.

Demonstrated knowledge of Canadian colonial impacts on Indigenous people in social and health contexts.

Knowledge and appreciation of the unique history, cultures, and rights of Indigenous Peoples in Canada is required.

Commitment to upholding the shared responsibility of creating lasting and meaningful reconciliation in Canada as per Truth and Reconciliation Calls to Action (2015) and Manitoba’s Path to Reconciliation Act (2016).

Understanding and commitment to the articles set out in the United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP) as a framework for reconciliation.

Knowledge of Indigenous cultural safety and anti-racism actions, inquests and reports, e.g., Jordan’s Principle, Joyce’s Principle and Brian Sinclair Inquest.

Demonstrated knowledge of ethical principles and cultural protocols in interactions with Indigenous partners and organizations.

Knowledge or familiarity with Indigenous health issues, population health, and health status of citizens in Manitoba.

Knowledge of the Manitoba health care system, federal health care system, provincial and federal governance, and leadership models.

Working knowledge of, or experience working with, Indigenous governments, partners, organizations and communities at a service level and structures within Manitoba.

Thorough knowledge of Windows based programs (Microsoft Word, Excel, PowerPoint, Outlook) and the Internet.
