Job Description
KWESST is seeking a highly skilled and experienced Senior Life Cycle Applications Manager (LCAM) to join our team. This position will support the Canadian Armed Forces as part of the DSEF program for the Department of National Defence (DND).
The ideal candidate brings deep expertise in life cycle management of military command and control information systems, with hands-on experience in ERP platforms, technical documentation, and defence logistics processes. This role requires demonstrated experience managing the full life cycle of equipment and software applications, and the ability to liaise effectively with technical and senior management stakeholders. This critical position will contribute to KWESST’s mission of developing and maintaining state-of-the-art solutions for the Canadian Armed Forces.
Work Location: Gatineau, QC. Hybrid telework available – up to 2 days per week remote.
Job Responsibilities
- Apply recognized process frameworks or LCMM Handbook methodologies to manage the life cycle of equipment and software applications on Military C2 information systems.
- Utilize Enterprise Resource Planning (ERP) software (e.g., SAP) for equipment cataloguing, maintenance and development of checklists, and coordination of equipment or software distribution.
- Evaluate Technical Failure Reports (TFR) and Unsatisfactory Condition Reports (UCR), identify deficiencies, and develop and implement appropriate corrective solutions.
- Analyze Statements of Operational Requirements (SOR) to inform system planning, procurement, and life cycle decisions.
- Review and assess Technical Data Packages (TDP) to ensure completeness, accuracy, and alignment with system configuration and customer requirements.
- Plan and execute equipment and software demilitarization and disposal in accordance with applicable regulations and DND requirements.
- Prepare technical documents including requirements, specifications, checklists, bulletins, reports, proposals, and equipment and software disposal plans.
- Develop briefing notes and presentations on technical and logistics issues related to equipment and software applications for senior management and stakeholders.
- Liaise with internal and external stakeholders to support life cycle management activities across equipment and software application portfolios.
- Provide technical advice, guidance, and recommendations on life cycle issues to support senior management decision-making.
Qualifications
Education:
- A Bachelor of Science, Applied Science, Engineering, or a suitable technical field required to support Land C4ISR is preferred.
- A College Diploma in Electronics, Computer Technology, or a relevant technical field is acceptable; or a demonstrated Qualification Level 6B (QL6B) in a relevant technical field required to support LCSS, with a minimum substantive rank of Warrant Officer in the Canadian Forces.
Experience:
- Minimum of 60 months (5 years) of demonstrated experience as a Life Cycle Materiel Manager (LCMM) or Life Cycle Applications Manager (LCAM) on Military Command and Control information systems. This is a mandatory requirement for the Senior level.
- Minimum of 36 months demonstrated experience within the last 60 months in the preparation of technical documents including requirements, specifications, checklists, bulletins, reports, proposals, and equipment and software disposal plans. This is a mandatory requirement.
- Additional writing experience of 48 or more months within the last 72 months in the same areas is an advantage.
- Minimum of 48 months of demonstrated experience within the last 72 months in at least 4 of the following domain areas, with 72 or more months across at least 6 areas within the last 96 months preferred:
- A: Using a recognized process framework or LCMM Handbook.
- B: Working on Enterprise Resource Planning (ERP) software (e.g., SAP) for equipment cataloguing.
- C: Working on ERP for maintaining and developing checklists.
- D: Working on ERP for coordinating equipment or software distribution.
- E: Evaluating and providing solutions to deficiencies in Technical Failure Reports (TFR) and Unsatisfactory Condition Reports (UCR).
- F: Analyzing Statements of Operational Requirements (SOR).
- G: Reviewing Technical Data Packages (TDP).
- H: Planning and executing equipment or software demilitarization and disposal.
- Minimum of 48 months of demonstrated experience in each of at least three of the following communications areas, with preference for candidates meeting all three criteria over 96 months:
- 1: Developing briefing notes and presentations to address technical and logistics issues pertaining to equipment or software applications.
- 2: Liaising with stakeholders to support the life cycle management of equipment or software applications.
- 3: Providing advice, guidance, and recommendations on technical issues to support the decision-making of senior management.
- An active Secret security clearance is required.
- Ability to be vetted under the Controlled Goods Program is required.
- Knowledge of SAFe Agile principles is an asset.
- An understanding of the DND organization is a great asset.
