The Program Lead provides strategic leadership and program management for a designated portfolio of products, analytics, services, and initiatives that support CIHI’s organizational priorities. This role leads cross-functional teams in planning, development, implementation, and ongoing enhancement of analytic products, data standards, databases, and reporting solutions within the assigned program area. The role combines program management, data stewardship and quality assurance, methodological/technical oversight and stakeholder engagement to ensure timely, rigorous and policy relevant outputs for internal and eternal decision makers.
The Program Lead provides leadership and program management for Health Data Research Network (HDRN) Canada’s Data Services team, which is composed of representatives from provincial/territorial data centres and pan-Canadian data organizations, including CIHI. This role leads a cross-functional team in providing coordinated support to researchers and other requestors conducting multi-regional research and analysis across Canada.
1. Lead, coach and develop a high performing team; oversee all operational activities by assigning work, setting objectives, monitoring performance and fostering a culture of continuous learning and improvement.
2. Own program workplans: establish timelines and milestones, identify resource requirements and potential risks, and regularly monitor the progress of individual projects and the Data Services program.
3. Monitor progress, escalate issues, report to management and ensure deliverables meet timelines and quality epectations.
4. Translate analyses into reports, dashboards, presentations and briefing notes for technical and non-technical audiences.
5. Contribute to operational planning, corporate reporting and evaluation of program impact; identify alignment opportunities with strategic priorities.
6. Ensure compliance with privacy, confidentiality and ethical use policies, including disclosure control and de-identification.
7. Build and maintain relationships with internal and eternal stakeholders.
8. Lead consultations, advisory groups and respond to custom data/technical requests.
9. Represent Health Data Research Network (HDRN) Canada and CIHI at committees, workshops and conferences; contribute to publications and promotional activities.
- Undergraduate degree in Health Sciences, Epidemiology, Statistics, Data Science, Public Policy or related field, or equivalent combination of education and related eperience.
- Minimum 5 years relevant eperience in health data/analytics, information management or related areas.
- Minimum 1–3 years of supervisory eperience.
- Eperience working with relational databases / large datasets, including manipulating, maintaining, and preparing data and presenting analyses and reports for different audiences.
- Eperience with health administrative databases.
- Ability to interpret and synthesize data outputs into products suitable for the target audience.
- Strong project management, quality assurance, and documentation skills.
- Conceptual understanding of the health care system, health care policy, and sound knowledge of health information and its uses for policy development, planning, management, and evaluation purpose.
- Analytical rigour, strategic thinking and problem solving.
- Effective stakeholder engagement and collaboration.
- Clear written and verbal communication.
- Sound ethical judgment and commitment to data governance.
- Primary locations: Toronto or Ottawa.
- Occasional travel may be required.
- Must comply with all CIHI workplace policies, including privacy and confidentiality.
- Fluency in English is required, bilingualism in both official languages is an asset
