Waypoint Centre for Mental Health Care is a 315-bed academic and teaching hospital that provides specialized mental health, addiction and geriatric care. Located on the shores of Georgian Bay, we serve some of the most complex and disadvantaged individuals in Ontario and are the sole provider of high-secure forensic mental health services in the province.
The Manager, Staffing Services, is seeking an Assistant Manager, Staffing Services. The purpose of this position is to support the daily operations of the Central Scheduling Office (CSO), leading staff scheduling, workforce deployment, attendance management, and related payroll processes to ensure operational staffing needs are met effectively and in compliance with organizational policies and collective agreements

KEY ACCOUNTABILITIES:

Support the daily operations of the Central Scheduling Office (CSO), ensuring efficient and effective staffing and scheduling services across the organization.

Coordinate workforce deployment in accordance with collective agreements, organizational policies, professional practice standards, and operational requirements.

Lead, coach, and support scheduling staff through recruitment, onboarding, training, performance management, and employee development activities.

Oversee scheduling processes, including master rotations, call-ins, leave management, and staffing adjustments, while ensuring compliance with established procedures and collective agreements.

Act as a key resource and liaison for leaders, managers, Human Resources, Payroll, and Labour Relations on staffing, scheduling, and attendance-related matters.

Monitor staffing and scheduling performance, analyze workforce data and key performance indicators, and recommend process improvements to enhance service delivery and operational effectiveness.

Maintain expertise in workforce scheduling systems, troubleshoot system issues, and support continuous improvement initiatives.

Ensure the accuracy and integrity of time-entry and scheduling data to support timely payroll processing and reporting requirements.

Contribute to policy, procedure, and training material development and updates to ensure alignment with operational needs, legislative requirements, and collective agreements.

Foster collaborative relationships across the organization while ensuring compliance with applicable legislation, occupational health and safety standards, privacy requirements, and organizational policies.
REQUIREMENTS/QUALIFICATIONS:

College diploma in Business, Human Resources, Payroll, Healthcare Administration, or a related field (required)

Minimum three (3) years of leadership experience, preferably in a unionized healthcare environment (required)
- Minimum three (3) years of staff scheduling experience in a unionized environment is (preferred)

Demonstrated knowledge of employment legislation, occupational health and safety, privacy legislation, human rights legislation, and collective agreement interpretation and administration.

Advanced knowledge of workforce scheduling systems, timekeeping processes, and HRIS reporting tools.

Strong proficiency in Microsoft Excel, including PivotTables, VLOOKUPs, and data analysis functions, as well as other Microsoft Office applications.

Strong analytical, problem-solving, and decision-making skills, with the ability to interpret workforce data and provide operational recommendations.

Demonstrated understanding of workforce planning, scheduling practices, payroll processes, and resource deployment in a complex environment.

Proven leadership skills with the ability to coach, develop, and support a high-performing team.

Excellent organizational, project management, and time management skills, with the ability to manage competing priorities and meet deadlines.

Strong interpersonal and relationship-building skills, with the ability to work collaboratively across all levels of the organization.

Excellent verbal and written communication skills, including the ability to prepare reports, present information, and provide guidance to stakeholders.
