Note: This is a fully remote contract. The successful contractor must have their own computer, reliable Internet access, and standard development tools. Any project-specific platform access or accounts required for the agreed solution will be discussed before the contract begins.

Parrot Partners Canada (PPC) is Ontario’s premier rehabilitation, placement and retirement centre for companion parrots. Established in 2013, our mission is to improve the lives of parrots, people and the planet through lifelong support, education, and responsible stewardship. Through our educational work, we teach Canadians that companion parrots are wild, intelligent, long-lived birds with complex care needs.
Thanks to the generosity of the Animal Welfare Foundation of Canada, PPC has recently undertaken a project to create a comprehensive learning program for animal welfare professionals across Canada. This program will equip Animal Welfare Inspectors and humane society staff across Canada with the specialized knowledge, skills and job aids needed to identify, assess and respond effectively to companion parrot welfare issues.
Parrot Partners Canada is seeking a contract app developer to help build a practical, mobile-friendly data-capture app for animal welfare professionals conducting parrot-related inspections and welfare assessments.
The app concept has already been sketched out, including the intended use case, assessment areas, and general workflow. The successful contractor will not be starting from scratch. The role is to help turn the existing concept into a functional, user-friendly tool that can support field-based animal welfare work.
This project is intended to produce a focused, functional first-version app suitable for real user use. It is not intended to be a rough demonstration prototype or a fully custom enterprise software system. The app does not need to include every possible future feature, but it must be sufficiently stable, usable, and complete for users to complete parrot welfare assessments, save incomplete assessments, return to them later, and export completed assessment records to Excel or CSV without manual copy/paste.
The app must be usable on common devices used in the field, including phones, tablets, and laptops. A mobile-friendly or responsive design is required, but a fully custom native iOS or Android app is not expected unless the applicant can clearly explain how that approach fits the budget and project requirements.
A low-code or rapid-development approach is preferred. Experience with Microsoft Power Apps, SharePoint/Microsoft Lists, Google AppSheet, Airtable Interfaces, Glide, Jotform Apps, or similar tools would be relevant.
The organization does not intend to centrally host, receive, store, access, or manage completed user assessment records. The preferred approach is one in which each user organization stores and controls its own draft and completed assessment data. Applicants should be prepared to explain, in plain language, how this would work.
The ideal contractor will have experience building structured forms, inspection tools, checklists, data-entry apps, or similar workflows for non-technical users. The successful contractor must be able to work independently, meet agreed timelines, communicate progress clearly, and flag technical or scope concerns early. Experience with animal welfare, veterinary, nonprofit, or field-data tools would be an asset, but is not required.
Applicants should be prepared to recommend a development platform, explain how data would be stored and exported, identify any ongoing costs, and describe how the app could be deployed, copied, or otherwise made available for use by participating organizations.
A detailed project scope will be provided to interested applicants before a technical proposal is requested.
