Job Overview
We are seeking a dynamic and highly organized Senior Project Leader / Executive to drive the successful planning, execution, and delivery of complex projects. This is a set term contract for an approximate total of 360 days with the possibility of an extension if approved.
The Royal Canadian Armed Forces (RCAF) requires a comprehensive study of military airspace usage to define future requirements that incorporate the full modernization of Canadian Armed Forces (CAF) combat capabilities. This study will ensure that as Canada's airspace evolves, the CAF retains the flexibility and volume of airspace necessary for effective training. Simultaneously, as NAV CANADA updates its airspace classification, booking, and usage protocols, the CAF must determine the future of airspace control and align with standardized Information Technology / Information Management (IT/IM) systems. To maximize the utility of Canadian airspace, the CAF will benchmark its processes against other Air Navigation Service Providers and allied Air Forces to integrate global best practices into this modernization effort. This role requires a proactive leader with exceptional communication and organizational skills, capable of managing multiple stakeholders, vendors, and teams.
This SME is required to analyze historical and current military airspace usage, to include all military CYRs, CYDs, CYAs, and MTCAs, predict future requirements for modernized CAF combat capabilities, and ensure alignment with NAV CANADA’s broader modernization of Canadian airspace.
Tasks
Historic and Current use of Military Airspace
- The contractor will analyze 30 years of historical airspace data of all DND controlled airspace to identify usage patterns and geographical concentrations.
- The contractor will analyze airspace volumes of strategic importance to multinational exercises, force integration, NORAD commitments, and expeditionary readiness.
- The contractor will analyse available data such as ADS-B surveillance data to assess the impact of current operations on civilian flights and identify potential opportunities for fuel savings.
Determine the Future Airspace Requirements for Modernized CAF Combat Capabilities
- The contractor will determine future airspace requirements (dimensions and usage rates) by fleet and base for the modernized CAF.
- The contractor will analyse the airspace requirements necessary to support NATO and allied training exercises.
- For the aforementioned airspace uses, the contractor will recommend mitigation strategies to minimize the impact on civilian traffic while ensuring military training requirements remain the priority.
Determine which current CYRs / CYAs/ CYDs can be returned to NAV CANADA, and which ones must remain and or be modified in support of the CAF modernization and which ones need to be managed by the AMC.
- The contractor will evaluate all military-controlled / owned airspace in Canada to determine if control should remain with the CAF or be returned to NAV CANADA.
- The contractor will compile a list of military-controlled Restricted Area (CYR), Danger Area (CYD), and Advisory Area (CYA) airspace.
- The contractor will provide a recommendation on the establishment of an AMC and possible HR requirements and location.
Determine which future airspaces can take advantage of the VPA concepts to offer more flexibility to the CAF and NAV CANADA.
- The contractor will evaluate future airspace requirements for CAF Force Generation to determine where the Variable Profile Airspace (VPA) concept is applicable.
Recommend future IM/IT requirements for the CAF and at what level they should reside at to maximize airspace usage.
- To ensure the best IT/IM solutions for airspace management, the contractor will benchmark the practices of allies and international ANSPs.
- The contractor will conduct a best-practice review of nations using airspace deconfliction tools, the contractor will assess the operational strengths and weaknesses of these capabilities to inform CAF implementation and optimization.
- The contractor will assess the NAV CANADA i-TEC program to determine compatibility with future DND airspace needs.
Provide a roadmap to the Air Management Cell (AMC).
The contractor will develop an organizational framework for the AMC, to include:
- A recommended human resource establishment and rank structure;
- An analysis of the most suitable location to support operational integration; and
- A strategic decision-making model for conflict resolution. This model must define the required participation and authorities of the CAF, and NAV CANADA officials within the decision-making hierarchy.
- The contractor will develop a Concept of Operations (CONOPS) and recommend the training required for military controllers to manage civilian aircraft 'through a fight.'
- The contractor will recommend a battle rhythm for the Airspace Use Plan (AUP) and Updated Airspace Use Plan (UUP).
- The contractor will recommend the specific training and certification requirements for all personnel assigned to the AMC.
