The Real Estate and Development branch is looking for a Director, Housing Development, Leasing and Strategic Asset Management, for a temporary position of one (1) year, with the possibility of extension.

The position is classified as an RÉ-08 ($154,301 to $170,710 per annum – under review).
DETAILED JOB DESCRIPTION
Reporting to the Vice-President, Real Estate and Development, the Director, Housing Development, Leasing and Strategic Asset Management provides strategic leadership for the planning, implementation and oversight of the NCC’s housing development initiatives, leasing operations and real estate asset management functions, including advancing the NCC Lands for Homes program and related development opportunities on federally owned lands to support housing supply, affordability, sustainability and city-building objectives across the National Capital Region.
This role leads the identification, planning, packaging and advancement of development opportunities through land-use strategies, market positioning, procurement approaches, partnership models and development agreements, while ensuring alignment with the NCC’s federal mandate, long-term land stewardship objectives and broader public policy priorities.
The Director leads multidisciplinary teams responsible for:
- Leasing
- Portfolio optimization
- Revenue generation
- Asset performance
- Lifecycle planning
The Director also collaborates extensively with federal departments, municipalities, Indigenous communities, industry partners and private sector proponents to advance transformative development projects and real estate initiatives.
ESSENTIAL QUALIFICATIONS
EDUCATION
A degree from a recognized post-secondary institution with specialization in Business Administration, Commerce, Finance, Real Estate, Engineering, Architecture and an acceptable combination of education, training and experience.
EXPERIENCE
A minimum of eight (8) years of progressive leadership experience in the following areas:
- Real estate and/or housing development;
- Public and Indigenous engagement and consultation;
- Development and implementation of real estate and/or housing development frameworks and strategies;
- Leading multidisciplinary teams and managing complex, high-visibility initiatives.
KNOWLEDGE
- Of real estate financial analysis, development economics and Treasury Board policies related to the planning and management of investments;
- Of asset management principles and strategies;
- Of federal housing priorities;
- Of best practices, challenges and emerging opportunities in the housing development industry.
