Job Overview:
- The Contract Conformance Specialist III is responsible for overseeing and executing day-to-day contract conformance activities across assigned capital and maintenance projects, including those of high complexity and strategic importance.

This role ensures that all contractual obligations are clearly defined, communicated, and fulfilled by supporting contract development, administration, and compliance processes. The specialist serves as a key liaison between the Company and contractors, proactively identifying, communicating, and resolving contractual issues.

The position collaborates closely with Project Management, Construction, Project Controls, Legal, Supply Chain Management (SCM), and external stakeholders to ensure alignment and successful project delivery.
Key Responsibilities:
- Support the implementation of project contracting strategies and ensure all contract conformance requirements are clearly understood and consistently applied.

Monitor contractor performance to ensure adherence to contractual obligations and project requirements.

Facilitate the preparation and execution of:

Work releases
-
Contract agreements and exhibits
-
Scopes of work and specifications
-
Pricing documents and special instructions
-
Draft, analyze, and review contract language related to:

Scope of work
-
Pricing structures
-
Technical requirements
-
Project-specific provisions
-
Collaborate with project management and cross-functional teams to incorporate:

Functional requirements
-
Contractor clarifications
-
Qualifications into finalized contract documents

Act as a liaison between internal teams and contractors to maintain clear, timely communication.

Support contractor negotiations during:
-
Bidding and procurement phases
-
Contract formation
-
Ongoing administration and issue resolution
-
Maintain comprehensive contract records, including:
-
Correspondence logs
-
Documentation tracking
-
Document control processes in compliance with company standards
-
Review contractor submittals to ensure alignment with contract terms
-
Identify non-compliance issues or deviations and coordinate resolution with project stakeholders
-
Provide guidance on contractual interpretations and requirements
-
Manage and administer the change order process, including:
-
Change order logs
-
Change directives
-
Contractor change requests
-
Approval tracking and documentation
-
Prepare agendas and facilitate contract-related meetings
- Document and distribute clear meeting minutes and action items
-
Review contractor invoices to ensure contractual compliance
-
Route invoices for approval and monitor through the payment cycle
-
Coordinate service requisitions and contract closeout activities
- Support compliance audits and ensure proper documentation is maintained
- Assist in resolving outstanding contractual matters through project completion
Qualifications:
-
Basic/Minimum Qualifications: Bachelor’s or Associate’s degree in Engineering, Construction Management, Business, Legal Studies, or a related discipline

10+ years of relevant experience in:

Contract administration
-
Contract conformance
-
Construction, engineering, or legal environments
Preferred Experience:

Experience within the energy sector, particularly in gas pipeline construction projects

Strong understanding of:

Contract structures and documentation
-
Industry contracting processes
-
Interpretation and application of contract terms and conditions
Reporting Relationship and Scope:
This position reports to the SCM Core Projects Supervisor and supports assigned projects or programs, including those with elevated complexity and strategic impact.
