The successful candidate will lead the development of enrolment forecasting, funding and tuition policies and planning initiatives that support the sustainability of the post-secondary education sector. They will analyze and report findings on enrolment, tuition and funding data, and produce policy and planning materials that help drive decisions that impact the accessibility, sustainability, and efficiency of the post-secondary sector. About the branch
The Capital and Financial Policy Branch leads the development of funding policy and manages capital funding, oversight, financial modelling, and sector forecasting. It also oversees tuition policy and the ministry's data strategy, including the collection and use of enrolment and tuition data, as well as the allocation methodology and implementation of international student study permit applications for the sector. Together, this work supports evidence based decision making, strengthens accountability under the SMA framework, and enhances data transparency for the public and sector stakeholders.

In the role of Senior Policy and Planning Analyst, you will:
- Lead the design and development of enrolment forecast models for Ontario's publicly assisted post-secondary sector.
Conduct quantitative and qualitative analysis on enrolment, funding and tuition data
Plan, construct and maintain databases to support information requirements for financial policy matters. report and present on findings.
- Utilize modelling and planning skills to prepare policy recommendations consistent with the government policy agenda and the ministry's strategic direction for postsecondary education
- prepare policy presentation materials, decision and briefing documents, cabinet submissions, as well as written research and analysis papers.
- conduct presentations for senior management and stakeholders
You have:
- Proven expertise in financial policy development and funding models
- Experience in econometrics, modeling, performance measurement, benchmarking, and trend forecasting
- In-depth knowledge of postsecondary education and training funding to analyze socio-economic trends and support strategic policy
You can :
- Lead and coordinate research, analysis, policy development, and capital planning projects with strong project leadership skills
- Drive or contribute to projects developing evidence-based funding models, including performance measurement, evaluation frameworks, and benchmarking processes
You can :
- Address issues, provide recommendations, and represent the Branch and Ministry on working groups, promoting policy initiatives to stakeholders
- Prepare in-depth reports, research analyses, and present policy options with demonstrated expertise
- Draft briefings, submissions, recommendation and decision-support documents
- Lead and coordinate consultations with internal staff, experts, and sector stakeholders using strong relationship management skills
You can:
- Apply economic analysis and statistical research techniques, including economic forecasting and research methods.
- Identify trends affecting education and training systems, including emerging policy and legislative needs
- Conduct financial analysis to assess policy viability and perform interprovincial comparisons
- Demonstrate strong research and analytical capabilities
- You have proven computer skills including word processing, database, data analysis and presentation software applications.
