About the Role:
We are seeking a highly analytical and process-driven Business Analyst focused on Quality & Continuous Improvement to play a critical role in a major workforce system and program transformation. This role focuses on mapping, evaluating, and optimizing complex organizational workflows across Human Capital Management (HCM), Advanced / Central Scheduling, and Payroll systems (specifically interfacing with UKG and Workday environments).
The ideal candidate will excel at extracting operational realities from frontline staff and leaders, identifying hidden bottlenecks, and (alongside departmental and system SMEs) designing streamlined, frictionless future-state processes. Experience in a large, unionized workforce or public healthcare setting is highly preferred given the complexities and interconnections between the work streams.
Key Responsibilities:
- Current State Architecture: Lead discovery sessions and workshops with departmental Subject Matter Experts (SMEs) across HR, Scheduling, Payroll, and Clinical stakeholders to capture and document highly detailed "As-Is" process workflows.
- Future State Design: Partner closely with platform implementation specialists and business SMEs / leads to co-design and document "To-Be" workflows that maximize the capabilities of the Central Staffing Office, and the use of UKG and Workday.
- Bottleneck & Root Cause Analysis: Apply Lean methodologies to identify process waste, manual "shadow systems," operational friction points, and compliance risks within scheduling and payroll cycles.
- Actionable Recommendations: Develop clear, data-backed business recommendations and barrier-removal strategies to optimize operational throughput and system adoption.
- RACI & Accountability Support: Assist in mapping process steps to a revised RACI framework, ensuring clear ownership lines across historically siloed departments.
Qualifications & Requirements:
- Certifications: Lean Green Belt required at a minimum; Lean Six Sigma Black Belt is highly preferred. Prosci Change Management or CBAP (Certified Business Analysis Professional) designations are strong assets.
- Technical Context: Strong conceptual understanding of modern enterprise platforms; direct experience working alongside UKG and Workday implementation projects is a significant advantage.
- Sector Expertise: Proven experience mapping workflows within complex, unionized environments (Healthcare/Hospital experience is an asset).
- Process Mapping Tools: Expert-level proficiency in process mapping software (e.g., Microsoft Visio, Miro).
- Soft Skills: Exceptional facilitation and active-listening skills. Must be highly skilled at guiding busy, protective operational stakeholders through constructive workflow critiques.
