OVERALL PURPOSE:
The Payroll OFFICER is responsible for:
Processing the Bargaining unit and Exempt employee payroll in compliance with policies and the collective agreement
Monitoring the input of data to the computerized payroll system to ensure accuracy and identify irregularities
Preparing journal entries and reconciling payroll accounts
Maintaining all processes relating to accrual banks (vacation, overtime, etc) and other leaves of absences.
Completing the timely processing of payroll deductions and remittance of premiums and payments to benefit carriers, CRA, union, law courts, United Way, etc
Coordinating the transition of WI/STD/LTD/WCB absences and completes wage loss information to ICBC, WCB, and lawyers
Maintaining employee records for the Public Service Pension Plan and RRSP/TFSA
Investigating and responding to enquiries related to collective agreements, policies and procedures, statutory and legislative requirements
Preparing government forms such as Records of Employment for all leaves and interruptions of earnings
MAJOR RESPONSIBILITIES:
Prepares and processes bi-weekly union and exempt employee payroll:
Checking timesheets for overtime, acting pay, shift premiums, sick leave, etc. and ensuring payroll information is accurate and complies with the collective agreement, corporate policies, and legislative requirements.
Monitoring and actioning workflow messages from Human Resources and Benefits to ensure accuracy and to identify discrepancies, liaising with management in connection with pay discrepancies.
Calculating changes to pay and benefit deductions relating to changes of status, WCB claims, income continuance, terminating employees, etc. and entering changes into system.
Processing WI and STD payments as applicable
Calculating and maintaining records of various allowance entitlements including safety boot, STA uniform, shoe and glove allowances.
Checking payroll information with various reports and reconciles balances.
Entering manual adjustments and exempt staff exceptions to payroll and time reporting.
Auditing and reconciling all payroll records, time sheets and reports to ensure all balance.
Submitting Records of Employment for all leaves and interruptions of earnings
Maintaining current filing systems for all payroll related information.
Processing advances and off-cycle cheques as required.
Liaises with various internal employees and departments and external parties such as CRA, WCB, PSPP, and union to answer inquiries, investigate and resolve discrepancies.
Ensuring all time is categorized correctly between ill, WCB, LTD, Rehab etc.
Providing earnings as requested by WCB, Canada Life, ICBC to support rehab, GRTW, and WCB compensation calculations
Completes the timely processing of payroll deductions and remittance of premiums and payments to benefit carriers, WCB, EHT, CRA, union, law courts, United Way, RSP/TFSA etc
Calculating and submitting benefit premiums to carriers.
Ensuring employee benefit deductions and taxable benefits are correct.
Updating changes in premiums and rates.
Preparing payroll journal entries and conduct monthly reconciliations of payroll related accounts such as pension, unions dues, advances and other deductions
Maintains all processes relating to accrual bands and other leaves of absences such as annual vacation, overtime bank and statutory holiday entitlements:
Calculating and recording entitlements for each employee annually and when an employee changes status.
Calculating and recording vacation and statutory holiday differential pay-outs annually and when an employee terminates or changes status.
Analyses and verifies deductions for Pension arrears, WCB advances etc by:
Completing reconciliation for LTD arrears, union dues, vacation adjustments, and reporting requirements for CRA and PSPP.
Initiating employee deductions and payment to respect agencies
Escalating unresolved discrepancies
Performs Pension administration services by:
Understanding Pension rules and regulations to ensure accuracy of pensionable salary, service and contributions, verifying and ensuring accuracy of data for year-end purposes.
Providing wage and salary data in preparation of submitting reports to PSPP relating to purchase of service, retirements, terminations and leaves of absences.
Checking payroll pension deductions for all employees bi-weekly and annually against regulations.
Notifying employees when pension plan deductions are not in accordance with regulations.
Adjusting deductions when an employee is on sick leave or terminates, etc. in accordance with governing rules and regulations.
Calculating and remitting employee and employer portion for PSPP.
Assisting with PSPP segment reporting and Pension Adjustment load for T4s.
Maintains current filing systems for all payroll related information.
Prepares Government Agency required forms such as, T4’s and T4 Summaries including verifying same
Performs a variety of cyclical and adhoc payroll related duties including, but not limited to:
Calculating and processing retroactive pay and benefit adjustments.
Identifying overpayments and contacting the impacted employee to recover funds with an agreed to repayment plan.
Processing exempt employees’ Executive Benefit Plan selections and maintains related records.
Processing maternity leave top ups, garnishees, family maintenance orders, tax demands and advances.
Identifying systems problems and testing inputs to the Payroll application.
Performs related duties as assigned, such items being items of a minor nature which do not affect the value of the job.
