Tri-global Solutions Group Inc. is seeking one (1) Business Analyst (SFS Client Portal Project) to join our talented Service Delivery team at Service New Brunswick (SNB), Government of New Brunswick.
WORK MODEL: While remote work is acceptable, the successful candidate could be required onsite, as needed, for engagement with SNB and PETL at 500 Beaverbrook court, Fredericton, NB. SNB will provide office space with access to pertinent information and resources as required, for the duration of the engagement. Remote work may be coordinated with the reporting supervisor. All work must be performed from within Canada in accordance with network and data security policies. Applicants must be legally authorized to work in Canada (e.g., Canadian citizen or permanent resident). Standard hours are 8:15 AM to 4:30 PM Atlantic Time, Monday to Friday, excluding observed holidays. Regardless of location, the contractor must adhere to these Atlantic Time business hours.

PROJECT OVERVIEW / DESCRIPTION OF SERVICES
The Student Financial Services Division (SFS) of Post-Secondary Education, Training and Labour (PETL) requires a new solution that delivers modern online services that better meet clients needs and enhances the client experience. The current application does provide the client with the ability to submit applications for student financial assistance online, but the process is time consuming and cumbersome. Additional functionality to communicate and pass information between the client and Student Financial Services (SFS) Division staff is out of date and somewhat manual.
The goal of this project is to complete the functional design, development, and implementation of a system to modernize and automate requirements. The project will focus on the following:
- Pre-Application Development – Design, Develop and Implement a framework that will be secure, scalable and maintainable to allow for future enhancements.
- Portal Registration – Improve client experience by providing secure, efficient, self-serve functionality.
- Notifications – Improve communication and lower costs by providing secure electronic communication between SFS and the applicants and reducing the reliance on traditional postal services.
- Online Internet Application – Improve client experience by providing an enhanced user interface and to reduce the time required for assessors to process applications by improving data accuracy and integrity by implementing enhanced data validation.
- Data Migration – to allow historical data to be available for review purposes.
- Online Institution Services – Reduce processing time by providing an avenue for Educational Institutions to submit required information related to a student’s program of study in a secure electronic environment. This will decrease the time Educational Institutions (EIs) spend preparing and transmitting forms and reduce the need for SFS staff to enter data information received from EIs.
- Automated Administration Services – to provide mechanisms for reporting, client surveys, online application form modification and application troubleshooting.
Completing these phases will fulfill the goal of Student Financial Services to improve the client experience and streamline Student Aid related services. It will also enable students to complete the entire student application process online via the SFS client portal.
Tri-global is seeking one Business Analyst to support the development of new public facing functionality and the integration with PETL’s existing internal Student Financial Services application.
This application is currently supported by a Senior Developer/Application Lead with extensive knowledge of the existing application suite, one developer and two client subject matter experts. This position will report to the Manager of Business Application Services.
DELIVERABLES
The successful candidate must deliver the following to successfully complete the engagement:
– Functional & Non-Functional Requirements

– Wireframes / Screen Mock-ups
– Requirements Traceability Matrix
– Test Cases
– Assessment of procurement considerations in alignment with SNB procurement policies.
The successful candidate will be expected to:
– Support the software development team.
– Support the creation of reports using project data.
– Work with both client and development team members to elicit requirements, write user stories, define goals, document requirements, and analyze business functions to become familiar with the business domain.
– Identify business work flows and determine stakeholder needs.
– Author test case specifications, requirements traceability documentation, and contribute to the compilation and execution of test plans.
– Support and contribute to the Agile practices adopted by the development team.
MANDATORY REQUIREMENTS
– University Degree or Post-Secondary diploma in IT or equivalent program.
– Years of IM/IT Experience related to the design, development, maintenance, or analysis of business applications. (5 years+)
– Experience as a Business Analyst. (3 to 5 years+)
– Spoken and written competence in English.
SCORED REQUIREMENTS
– Demonstrated hands-on experience in remote or in-person facilitation and requirements gathering by preparing and asking probing questions, performing current state and future state analysis for designing and developing the application in the large and complex enterprise level project delivery. (3-5 years+)
– Demonstrated experience documenting business and application processes, diagramming the required process flows and documenting interfaces within application sub-systems, with external systems and between new and existing systems. (3-5 years+)
– Demonstrated experience in developing requirement traceability matrix, product backlog, user stories, wireframe/prototype, user acceptance criteria and oversee the user acceptance testing. (3-5 years+)
– Demonstrated experience in performing business process analysis for complex business transformation initiatives by managing stakeholders in cross functional environment to develop the use cases for application customization. (3-5 years+)
– Demonstrated competency in interactive communication and effective collaboration with both business and technical stakeholders and experience working within a team environment. (3-5 years+)
– Current certification from a recognized professional business analysis association, such as PMI-PBA, IIBA-CBAP would be an asset. (Proof of current certification in good standing). (Yes or No)
– Demonstrated experience working in a project setting in government public sector in Canada. (1-3 years+)
– Demonstrated experience using SAFe, Agile or similar methodology. (1-3 years+)
– Demonstrated experience using Azure DevOps. (1-3 years+)
– Demonstrated experience designing user interfaces for mobile-responsive web applications. (1-3 years+)
– Demonstrated experience in collecting, consolidating, and analyzing project data from multiple sources to support project status reporting, dashboards, KPIs, and executive-level summaries. (1-3 years+)
