ABOUT THE ROLE
This position is responsible for leading statistical data analysis projects, informing research projects, preparing data reports and supporting Department and Branch programs; ensuring appropriate use of data analysis methods for program evaluation and adequately assessing reliability and validity of data to provide services that are evidence informed; leading projects, including technology related projects; providing advice and conducting analysis and application of statistical data to the branch programs and services, including establishing consistent processes for compiling, tracking and verifying program data, analyzing demographic, economic and statistical data; leading the development of branch performance measures; writing reports and designing and developing complex spreadsheets and database applications.
WHAT YOU'LL BE DOING
- Leads the compilation, analyses, modelling, and reporting on various statistical data from a variety of sources/databases to identify trends that will impact strategic planning for programs and services and recommends appropriate service delivery strategies to address and/or mitigate the impacts.
- Develops frameworks and dashboards integrating KPIs at all levels for various programs.
- Develops and implements systematic collection, analysis and interpretation of indicators; identifies variations in performance and resolves escalated data issues.
- Prepares statistical and demographic reports, based on the analysis and application of demographic and socio-economic data from a variety of sources.
- Designs and/or revises complex databases and spreadsheet applications, including the collection, manipulation and analysis of statistical data.
- Monitors and reviews database inputs and its supporting documentation in preparation for required reports and presentations.
- In consultation with project/program teams, leads the evaluation of new and existing Branch programs at each evaluation phase of a program’s lifespan, that are consistent with business plans, performance standards and Branch priorities, as assigned.
- Leads projects from initiation to closing including development and implementation of project charters, work plans and responsibility matrices.
- Analyzes and estimates project costs; presents cost options to clients and provides options for outsourcing the appropriate resources as needed.
- Performs other duties as assigned, in accordance with Branch and Department objectives.
- May occasionally be required to respond to emergency situations outside of normal business hours, as related to the Departmental Emergency Plan.
WHAT WE'RE LOOKING FOR
- Successful completion of an University Degree in Social Sciences, Mathematics, Statistics, or approved equivalent combination of education and experience.
- Minimum five (5) years experience in statistical data analysis including a combination of performance measurement, survey development, project management, database design, and report writing.
- Knowledge of and skills in various computer systems/programs including but not limited to, SharePoint, Cognos, Power BI, Tableau and SRSS.
- Knowledge of statistics and experience using statistical techniques for analyzing data sets.
- Experience with data extraction and analysis tools is an asset.
- Demonstrated skills in conducting and leading survey research projects, including developing survey tools and databases, survey administration, data analysis and interpretation.
- Strong report writing, and presentation skills and ability work to tight deadlines.
- Demonstrated analytical skills to interpret and reconcile complex statistical reports.
- Demonstrated skills establishing, maintaining and producing complex databases/spreadsheets including current experience with database design, report generation and modifications.
- Advanced skills in virtual platforms and MS Office Suite, including the design and maintenance of databases/spreadsheets and applicable software programs.
- Ability to travel to offsite locations, as required.
- Ability to work outside regular business hours, as required.
