Job Summary
The Chief Operating Officer (COO) is a key member of the executive leadership team and reports directly to the Chief Executive Officer with a strong focus on operational excellence and innovation. The COO is responsible for the strategic and operational leadership of the Credit Union's Core support functions, including Administration, Payments, Accounting, Treasury, Information Technology, and Facilities.
The COO ensures that operational strategies, systems, processes, and resources effectively support the Credit Union's business objectives, member service standards, regulatory obligations, and long-term growth, applying forward thinking methodology. This role balances operational excellence, risk management, financial stewardship, and technology enablement to support an exceptional member and employee experience across both physical and digital channels.
The successful candidate will be a collaborative, dynamic, and forward-thinking leader who can drive operational efficiency, strengthen organizational capabilities, and lead the modernization of systems and processes while maintaining the high levels of trust and service expected by our membership community.
Responsibilities
Executive Leadership
- Participate as a member of the Executive Leadership Team in developing and executing the Credit Union's strategic plan.
- Provide leadership and direction in support of organizational goals, growth initiatives, and operational priorities.
- Foster a culture of accountability, collaboration, continuous improvement, and member focus.
- Serve as a trusted advisor to the CEO on operational, financial, technology, and organizational matters.
- Support Board and committee reporting related to operational performance, technology, risk, treasury, and financial management.
Operations and Administration
- Lead and oversee day-to-day operational functions to ensure efficiency, effectiveness, and service excellence.
- Develop and implement policies, procedures, and controls that support operational integrity and regulatory compliance.
- Drive process improvement initiatives that enhance member experience and employee productivity.
- Ensure business continuity, disaster recovery, and operational resilience plans are maintained and tested.
Accounting and Financial Operations
- Provide executive oversight of accounting, financial reporting, budgeting, and financial controls.
- Ensure timely and accurate preparation of financial statements and management reporting.
- Oversee compliance with accounting standards, regulatory requirements, and audit recommendations.
- Support organizational planning through financial analysis and performance measurement.
Treasury and Asset/Liability Management
- Lead treasury activities, including liquidity management, investment oversight, and funding strategies.
- Support asset and liability management practices to ensure balance sheet strength and sustainability.
- Monitor financial and economic conditions and recommend strategies to optimize financial performance while maintaining prudent risk management.
- Participate in or support Asset Liability Committee (ALCO) activities.
Payments and Member Services Infrastructure
- Oversee payment systems, electronic funds transfer services, card programs, and related operational processes.
- Ensure payment operations remain secure, efficient, compliant, and responsive to member needs.
- Support the introduction of new payment technologies and services that enhance member convenience and competitiveness.
Information Technology and Digital Enablement
- Provide strategic leadership for information technology, cybersecurity, digital banking platforms, and technology infrastructure.
- Develop and execute technology strategies that align with organizational objectives and member expectations.
- Oversee vendor relationships, technology investments, and system implementations.
- Ensure robust cybersecurity, data governance, privacy, and information security practices.
- Champion digital transformation initiatives that improve member engagement, operational efficiency, and service delivery.
Facilities and Physical Infrastructure
- Oversee management of all branch and administrative facilities.
- Ensure facilities support a safe, secure, accessible, and productive environment for members and employees.
- Lead facilities planning, maintenance, capital improvements, and vendor management activities.
Risk Management and Compliance
- Promote a strong risk management culture across all operational functions.
- Ensure operational activities comply with applicable legislation, regulatory requirements, and industry standards.
- Partner with senior leaders to identify, assess, and mitigate operational, technology, financial, and vendor risks.
- Support internal and external audits and ensure timely resolution of findings.
People Leadership
- Lead, mentor, and develop a diverse team of managers and professionals across multiple functional areas.
- Build organizational capacity through succession planning, talent development, and employee engagement.
- Foster a culture that reflects the Credit Union's values of service, integrity, accountability, and respect.
Corporate Alignment
- Maintains departmental procedural manuals and account credentials related to Marketing operations.
- Responsible for staying up to date on all Credit Union policies, procedures, and training, to ensure compliance.
- Responsible for being a contributing member of various committees as needed, serving on the Social Committee, the JH&S Committee, becoming a Fire Warden, etc.
- Other tasks as assigned.
Qualifications
Education
- Undergraduate degree in Business Administration, Commerce, Finance, Accounting, Information Technology, or a related discipline.
- A professional designation such as CPA, CFA, CTP, CISA, or equivalent is considered an asset.
- Graduate-level education (MBA or related degree) is considered an asset.
Experience
- Minimum 8 years of progressive leadership experience in financial services, credit unions, banking, or a related regulated industry.
- Significant experience leading multiple operational functions, including accounting, treasury, payments, technology, and administration.
- Demonstrated experience supporting digital transformation and technology modernization initiatives.
- Experience working within a regulated financial institution environment.
- Proven track record of leading organizational change and driving operational excellence.
- Experience with risk management, governance, and regulatory compliance frameworks.
- A professional designation such as CPA, CFA, CTP, CISA, or equivalent is considered an asset.
- Graduate-level education (MBA or related degree) is considered an asset.
