Program Manager – Facilities Engineering (Defence)
Parsons is seeking a highly motivated Program Manager to lead the delivery of defence-related facilities engineering projects. As a global leader in engineering and project management, Parsons is committed to providing innovative, sustainable solutions for our clients in the defence sector.
The Program Manager will be responsible for the successful execution of multi-disciplinary projects for defence clients, including the Canadian Air Force. This role requires strong leadership, client management, and technical expertise to ensure projects are delivered on time, within budget, and to the highest quality standards.
Lead the end-to-end delivery of multi-disciplinary projects, ensuring scope, schedule, budget, quality, and client expectations are consistently met or exceeded.
Serve as the primary point of contact for clients, building strong, trusted relationships through clear communication, responsiveness, and a solutions-focused mindset.
Build and maintain high-performing internal project teams, fostering collaboration, accountability, and positive working relationships across disciplines.
Support business development and winning-work activities, collaborating with business leaders and technical teams during opportunity identification, pursuit planning, and proposal development.
Lead proposal management, including the development of project approaches, scopes, schedules, and fee estimates, ensuring proposals are realistic, well-planned, high quality, and positioned for successful delivery.
Apply sound project management fundamentals to proactively plan, monitor, and control project performance, including schedules, resources, risks, and financials, taking early action to address issues before they escalate.
Lead project kick-offs, regular team meetings, and client touchpoints to ensure alignment, transparency, and momentum throughout the project lifecycle.
Proficiency with common project management and collaboration tools (e.g., scheduling software, financial tracking, document management, reporting tools).
Experience delivering projects with or for Defence Construction Canada (DCC), Department of National Defence (DND), Public Services and Procurement Canada (PSPC), or similar defence entities globally.
Strong interpersonal and communication skills, with the ability to build trust and credibility with clients, project teams, and business leaders.
Demonstrated ability to navigate challenging conversations related to scope, schedule, cost, and change.
Experience supporting or leading proposal development, including scope definition, work planning, scheduling, and fee estimation.
Strong commercial awareness, with an understanding of how project decisions impact profitability, risk, and client relationships.
Self-motivated, flexible, collaborative, and willing to work on a wide variety of tasks with minimal direction.

Salary Range: $129,100 - $179,100
