Ministry of Advanced Education

The Governance, Policy and Engagement division provides leadership and coordination for all aspects of the policy development cycle, intergovernmental relations, governance and legislative services, ministry agency membership appointments, planning and reporting services, and the ministry’s corporate services functions. It oversees tuition and monitors compliance among post-secondary institutions with tuition and fee regulations and policies and oversees grant management of several programs aimed at enhancing student supports on campus and supports different learning pathways through management of the provincial transfer credit system. It works with Indigenous communities and learning providers to strengthen opportunities and supports for Indigenous learners. The division is also responsible for implementation of and compliance with domestic trade agreements and Alberta’s labour mobility legislation, including pan-Canadian collaboration to streamline processes, and reduce barriers to credential recognition and registration for professionals coming to work in Alberta.

As part of the ministry’s Governance, Policy and Engagement division, the Planning, Reporting and Performance Measurement (PRPM) unit leads department-wide planning and reporting processes, supports strategic initiatives, and coordinates engagement, facilitation and consultation activities to advance the ministry’s priorities and performance outcomes. These include:

Business planning and annual reporting;
Post-secondary institutions’ annual reporting;
Strategic and operational planning and reporting;
Enterprise risk management (ERM);
Development and maintenance of ministry and system outcomes, performance measures and indicators;
Alberta 2030 initiatives tracking; and
Implementation of unit assigned Office of the Auditor General recommendations.

The PRPM unit is seeking a highly self-motivated and results-driven individual with strong systems thinking, coordination, analysis, project management, stakeholder engagement, and problem-solving skills. Reporting to the Manager, the Senior Analyst, Planning and Strategic Initiatives provides diverse services to the ministry toward delivering ministry mandate and achievement of outcomes, including enterprise risk management, post-secondary institutions’ annual reporting process, and strategic, business, and operational planning and reporting. This is not a financial planning and/or financial reporting position.

The Senior Analyst, Planning and Strategic Initiatives role involves:

Leading the development of the ministry business plan and the ministry's contribution to the government strategic plan.
Leading the coordination of the post-secondary institutions’ annual reporting process including coordinating department review of reports, and communications with external post-secondary stakeholders to ensure reports are completed in a timely manner and align with the guidelines.
Leading the implementation of the ERM framework and ministry strategic risk management process.
Leading ongoing operational planning and reporting processes and tools in support of business planning and reporting activities.
Leading development of the Deputy Minister’s Performance Agreements.
Support ministry strategic planning processes.
Establishing and maintaining relationships with department and GoA representatives, stakeholders, and partners.
Serving as a comprehensive unit resource by supporting other key priorities of the unit, including the development of the ministry’s annual report, contributing to the Government of Alberta’s annual report, performance measurement, key performance indicator analysis and reporting, and implementation of OAG’s recommendations on accessibility.
Providing support for strategic initiatives and to emerging issues as required.

Qualifications

University degree in a related field (e.g., Social Sciences), supplemented by four (4) years of progressively responsible experience. Related experience or education may be considered as an equivalency on a one for one basis.

Equivalency: Directly related education or experience considered on the basis of:

1 year of education for 1 year of experience; or
1 year of experience for 1 year of education

Strong knowledge or experience in policy, planning, facilitation, and leading projects is preferred.

Required:

Experience leading strategic, business, and operational planning and reporting processes, including the development of plans, reports, tools, and related materials.
Experience coordinating complex processes, projects, and deliverables involving multiple internal and external stakeholders.
Knowledge or experience in enterprise risk management frameworks, strategic risk management processes, or related risk reporting activities.
Strong research, analytical, and problem-solving skills, with the ability to synthesize information and provide sound recommendations.
Strong written communication skills, including the ability to prepare clear, concise reports, briefing materials, planning documents, and other written products.
Experience supporting stakeholder engagement, facilitation, consultation, or collaborative decision-making processes.
Ability to manage multiple priorities, meet deadlines, and adapt to emerging issues in a fast-paced environment.

Assets:

Knowledge of Alberta’s post-secondary system, including public post-secondary institutions, adult learning providers, or related ministry priorities.
Experience working with Government of Alberta planning, reporting, accountability, or decision-making processes.
Experience supporting implementation or follow-up activities related to audit recommendations, program reviews, or continuous improvement initiatives.
Experience developing or using performance measures, indicators, dashboards, or reporting tools to monitor outcomes and support evidence-informed decisions.
Experience preparing materials for executive or senior leadership audiences, such as decision items, presentations, environmental scans, or status updates.
Familiarity with cross-ministry initiatives, intergovernmental processes, or work involving external partners in a public sector environment.

This is a permanent position located in Edmonton, other locations will be considered. This position works 36.25 hours per week, 8:15 a.m. – 4:30 p.m.
