The Civil Construction Estimator is responsible for preparing accurate and competitive cost estimates for civil infrastructure projects, including roads, utilities and earthworks components. This role plays a critical part in bid preparation, const control, and supporting project execution from pre-construction through completion of the project.
Key Responsibilities:
- Review and analyze tender documents, drawings, and specifications

Prepare detailed quantity take-offs and cost estimates for labour, materials, equipment, and subcontractors

Solicit and evaluate subcontractor and supplier pricing

Develop bid submissions, pricing summaries, and tender documentation

Identify scope risks, cost-saving opportunities, and value engineering options
- Assist with budgeting, cost tracking, and change order pricing
-
Support project managers with cost forecasts and variance analysis
-
Participate in pre-bid meetings, site visits, and post-bid reviews
-
Maintain historical cost data and estimating databases
-
Work closely with project managers, engineers, and procurement teams
-
Ensure estimates align with contractual requirements, company standards, and safety regulations
-
Maintain strong relationships with vendors, subcontractors, and internal stakeholders
- Diploma or degree in Civil Engineering, Construction Management, or a related field
-
3–7+ years of estimating experience in civil or heavy construction
-
Proven experience with infrastructure projects such as roads, utilities, bridges, or earthworks

Ability to interpret construction drawings and technical specifications
- Proficiency with estimating software (e.g., HeavyBid, Hard Dollar, HCSS, or similar)

Strong MS Excel and Microsoft Office skills

Knowledge of construction methods, materials, and local market pricing

Familiarity with scheduling software and contract types (unit price, lump sum, design-build)
- Strong analytical and attention-to-detail skills

Excellent organizational and time-management abilities

Effective written and verbal communication skills

Ability to work under tight deadlines and manage multiple bids

Collaborative mindset with a proactive problem-solving approach
- Experience working in [municipal / provincial / private] civil projects

Knowledge of Canadian construction standards and local regulations

Professional certifications (e.g., Gold Seal, P.Eng., or equivalent)

Experience in negotiated work and alternative delivery models
The role is a permanent, full-time position with a typical salary range of $120,000-140,000 per annum. The starting salary will be based on the successful candidate’s competencies, including but not limited to knowledge, skills, and experience.
