Under the supervision of the Senior Payroll Clerk, the Payroll Clerk will work independently and is responsible for a variety of payroll and timekeeping processes to ensure payroll requirements are met. The Clerk assists with troubleshooting departmental systems/processes, collaborating and working cooperatively with Corporate Payroll, the Winnipeg Civic Employees' Benefit Program, and the HR Team.
This position requires a thorough understanding of Transit and City payroll and benefit policies; generally accepted accounting principles; payroll practice and guidelines, and a thorough knowledge of the City's Bargaining Unit Agreements as they apply to the Transit Department.
High School diploma or equivalent combination of training and experience. Post-secondary education in business, finance and/or payroll administration is considered an asset.
Enrollment in Payroll Compliance Practitioner Certificate (PCP) Program within six (6) months is required.
An equivalent combination of education, training and experience may be considered.
Minimum two (2) years of prior related work experience in Human Resources and Payroll functions.
Experience working in payroll processing including working with workplace policies and Collective Agreements.
Experience working in the relevant modules of PeopleSoft (e.g. Base HR, Benefits, Time and Labour). Experience working in IntraOp would be an asset.
Advanced proficiency (80%) in the use of Microsoft Excel, basic proficiency (65%) in the use of Word and Outlook.

Written communication skills with the ability to effectively prepare and draft written correspondence and communication material on a wide range of issues, including but not limited to subjects associated with payroll.
Knowledge of City of Winnipeg functions as they relate to payroll/attendance is considered an asset.
