The Quality Assurance Manager works across all departments and program areas as the organizational lead for quality and compliance, building the systems, relationships, and shared accountability that enable Rygiel to meet its regulatory obligations and continuously improve the quality of supports delivered to people supported by the Agency.
This role also maintains Rygiel’s Learning Management System (LMS) as a compliance and tracking tool, ensuring staff are assigned to the correct programs and supervisors, and that mandatory training completion is visible, current, and accurately reflected across the organization.

- Quality Assurance and Regulatory Compliance
- Monitor organizational compliance with Ontario Regulation 299/10 (Quality Assurance Measures) and related legislation including SIPDDA and PHIPA
- Coordinate internal audit cycles; develop audit schedules, conduct file and documentation reviews, track findings, and monitor corrective action completion
- Policy Governance and Lifecycle Management
- Maintain the organizational policy tracker; ensuring all active policies are logged, review cycles are assigned, owners are identified, and upcoming reviews are flagged in advance
- Coordinate the annual policy review cycle in collaboration with the Director and relevant portfolio leads; supporting the review, revision, and creation of policies as needed
- Corrective Action Tracking
- Maintain the QAM corrective action stream; tracking findings from internal audits, external inspections, and compliance reviews through to resolution
- Monitor corrective action timelines and completion rates; escalate overdue actions to the Director
- Serious Occurence Reporting
- Develop and maintain Rygiel’s SOR tracking system and incident monitoring dashboard; ensuring all reportable occurrences are documented accurately and within required timelines, and that aggregated risk data is visible to leadership at all times
- Learning Management System - Ownership, Maintenance and Compliance
- Maintain full ownership of the LMS as a compliance and tracking tool, adding new staff, assigning users to the correct programs and supervisors, and ensuring the system accurately reflects current organizational structure
- Complacency Prevention
- Monitor the compliance record for all complacency prevention activities; including High-Risk Safeguard Audit completion rates, Safety Blitz outcomes, and Safeguard Competency Checklist completion; ensuring the organizational compliance dashboard accurately reflects current status and flagging gaps to the Director
- Track Safeguard Competency Checklist completion across all 24-hour residential programs; flag incomplete or overdue annual refresher training to the Director and relevant program managers
- Continuous Improvement and Quality Culture
- Model and reinforce a culture of continuous improvement; positioning quality activities not as surveillance but as a shared organizational commitment to the people supported
- Cross-Departmental Engagement
- Build collaborative, trust-based working relationships with program supervisors, managers, and departmental leads across the organization
- Collaborate with the Health and Safety Coordinator on cross-portfolio quality and compliance initiatives; providing QAM context and documentation standards guidance where the H&S portfolio intersects with regulatory compliance obligations, and supporting the development of new audit tools or inspection frameworks as needed
Post-secondary education in Health Administration, Social Services, Quality Assurance, Public Administration, or a related field. Certificate or coursework in quality improvement, regulatory compliance, or privacy management an asset.
- Minimum 5–7 years of experience in quality assurance, compliance monitoring, or a related field
- Demonstrated experience interpreting and applying Ontario legislation and regulatory frameworks
- Experience in the developmental services, social services, or community living sector preferred
- Familiarity with Ontario Regulation 299/10 (Quality Assurance Measures) required; direct experience with QAM audits and inspections strongly preferred
- Experience administering or maintaining a Learning Management System an asset
- Experience developing and maintaining policy tracking or compliance management systems
- Experience providing compliance direction or advisory support across multiple departments or programs

Our salary range reflects a range of experience. Someone who is still growing into the role would start closer to the base, while someone with deeper experience or who can step in with confidence may be offered more.

- This role operates within a combination of office, residential, community-based, and training environments. Regular travel between program locations throughout Hamilton may be required to support onboarding, learning initiatives, student placements, and organizational training activities.
