About the Funds
Ship and Rail Compensation Canada is Canada’s compensation hub for anyone affected by oil spills from ships or boats and by major rail accidents involving crude oil.
The Ship Fund compensates victims of pollution from the discharge of oil from ships in Canadian waters, whereas the Rail Fund compensates victims of damages caused by a major rail accident involving crude oil.
The Funds are managed as separate entities by an Administrator and a small team of dedicated staff, supported by a shared Corporate Services team. Approximately 25 employees, consultants and students occupy a single office location in downtown Ottawa. Employees have a wide variety of backgrounds and expertise, including finance, law, marine and rail expertise, communications, information management, and administration.

Key Responsibilities
We are looking for a bilingual Communications Officer to provide comprehensive communications and outreach support for both Funds.
Under the supervision of the Communications Manager, the Communications Officer will:
- Draft, edit, and proofread in both official languages, a wide range of clear, engaging, audience-focused communications products using plain language principles.
- Support the planning, creation, scheduling, and performance monitoring of social media content and related visuals across multiple platforms.
- Support the development and implementation of the strategic communications, marketing and public relations strategies, campaigns, and initiatives.
- Support the coordination, logistics and inventory management of the Funds’ outreach calendar for both virtual and in-person events.
- Update and maintain the outreach database to support the communications reporting and analytics.
- Review English and French communications materials for clarity, consistency, tone, and adherence to plain language principles.
- Support the implementation of the brand and styles guides in line with our communications strategies.
The starting salary ranges from $63,530 to $79,413 for a 35-hour/week, depending on the experience and subject to position review and update.
Please note that employees of the Funds are outside of the federal public service and are not covered by the collective bargaining agreements or the pension and benefits regime of the federal government.
Profile
Minimum:
EDUCATION
- Required - College program in a Communications or relevant field; or significant (5 years or more) experience working in a communications or related field such as journalism or advertising.
- Asset – university degree in Communications or relevant field.
EXPERIENCE
- Required - at least three years’ accumulated experience writing, scripting, producing or leading the creation of audience-specific types of communications products for an organization.
- Required - experience in planning and creating strategic social media content for various platforms and measuring success with analytics.
- Required -experience in managing and producing content for social media platforms such as Facebook, YouTube, Twitter, Instagram, and LinkedIn.
- Asset – experience in creating videos, website content creation, maintenance and update.
- Asset – experience in planning, coordinating and managing logistics or services related to a booth or other promotional event.
- Asset – experience in supporting or being involved in client or stakeholder relations or outreach activities.
- Asset – experience in supporting corporate identity or branding in communications products.
- Asset – experience in translating or comparing English text to French text for consistency.
KNOWLEDGE
- Principles of plain language use in communications.
- Best practices in social media and web including accessibility and familiarity with communications standards used by the Government of Canada.
- Proven, solid grasp of communication and marketing fundamentals, tactics, strategy, and plans.
- Bilingualism: excellent level of proficiency in English and in French (orally and in writing)
- Demonstrated high proficiency in editing for print and electronic, including excellent control of style variations for different media formats, and tone for different audiences using accessibility, inclusivity and plain language best practices.
- Self-motivated, self-directed, and assertive; ability to work under minimal supervision.
- Understanding of office procedures as well as standard office software such as Microsoft Office 365, MS Word, PowerPoint, and Excel.
- Asset - understanding of the government environment or the maritime or railway sector.
- Asset - use of SharePoint and MS Teams.
- Asset - eligibility for a reliability security clearance.
ABILITIES
