Manager, Payroll & Benefits

A leading organization in the healthcare and community services sector is seeking an experienced Manager, Payroll & Benefits to oversee all payroll and benefits operations for over 500 employees across multiple operating entities. This role provides both strategic and hands‑on leadership, ensuring accurate, timely, and compliant delivery of payroll and benefits services in a unionized environment.
The Manager leads a team of payroll and benefits professionals and works closely with HR, Finance and other leaders to support organizational effectiveness, system optimization, and continuous improvement.
Key ResponsibilitiesPayroll Operations
- Lead end‑to‑end payroll processing for salaried and hourly employees, including benefits, premiums, and other forms of remuneration
- Ensure full compliance with federal/provincial legislation, employment standards, and collective agreements
- Maintain, enhance, and troubleshoot payroll systems and HRIS platforms
- Oversee payroll tax withholdings, remittances, reconciliations, and year‑end reporting (e.g., T4s)
- Lead internal and external payroll audits, ensuring strong internal controls and data integrity
Benefits Administration
- Oversee administration of group benefits, health and insurance plans, pension/RRSP programs, and leaves of absence
- Lead annual benefits enrollment, including employee communication and education
- Serve as primary contact for benefits vendors, pension providers, and third‑party administrators
- Monitor benefit costs, prepare forecasts, and provide trend/variance analysis to leadership
Leadership & Collaboration
- Lead, coach, and develop a team of payroll and benefits professionals (4 direct reports)
- Partner with HR and Finance on compensation, benefits, and payroll‑related policies and practices
- Resolve complex payroll and benefits issues and manage escalated employee inquiries
- Support system integrations, organizational changes, and budget planning across operating entities
- Collaborate with internal and external stakeholders, including auditors and government agencies
QualificationsEducation & Certification
- Bachelor’s degree in Business Administration, Finance, Healthcare Management, or related field
- Certified Payroll Professional (CPP) designation required
Experience
- Minimum 3–5 years of progressive leadership experience in payroll and benefits
- Experience in healthcare, public sector, or a unionized environment strongly preferred
- Demonstrated experience managing payroll systems, benefits programs, and compliance in a complex organization

Pay: $75,000.00-$87,500.00 per year
