What you’ll do:
Reporting to the
Commission Registrar (CR), the Team Leader, Commission Operations is responsible for managing and continuously improving Commission operations, including Commission proceedings and tribunal activities. The role provides expert advice on Commission operations and oversees a unit while contributing to cross functional initiatives and projects.
Commission Operations
- Manage and ensure the effective and continuous improvement of Commission operations, including hearings, meetings, and tribunal processes.
- Oversee the development, revision, and implementation of Commission operation policies, procedures, guidelines, templates, and tools.
- Provide expert advice and guidance to CNSC management and staff on Commission operations, policies, and procedures, resolving complex and sensitive issues.
- Establish and maintain effective internal and external working relationships to support Commission operations.
- Oversee development of the annual Commission agenda and contribute to the five year planning outlook.
- Provide strategic advice and support to the Commission Registrar and Deputy Registrar, including identifying risks, operational issues, and proposed solutions.
- Manage service contracts related to Commission operations and report on performance and issues as required.
- Contribute to CNSC corporate reporting, including planning and performance documents.
- Attend and oversee major Commission hearings or meetings as required.
Indigenous Participation in Commission Proceedings
- Lead Registry relationships with Indigenous Nations and communities to coordinate participation in Commission proceedings and support appropriate cultural protocols.
- In collaboration with Legal Services, Strategic Planning Directorate, Indigenous Consultation and Engagement Division (ICED), Reconciliation Policy and Public Programs Division (R3PD), and impacted Indigenous Nations, develop processes and tools to support the incorporation of Indigenous culture, knowledge, practices, customs, and laws into Commission proceedings.
- Provide guidance to Registry staff on communications and engagement with Indigenous Nations, including templates, correspondence, ceremonial planning, and responses to concerns.
- Ensure Commission proceedings are conducted in a manner that advances the CNSC's commitments with respect to reconciliation, and in keeping with its obligation to uphold the honor of the Crown.
Supervision and Projects
- Provide leadership, guidance, and supervision to staff, including work planning, performance management, learning and development, and leave management, with direction from the CR.
- Set objectives, priorities, and ensure delivery of work requirements.
- Participate in and lead multidisciplinary, cross functional project teams related to Commission operations.
- Contribute to budget discussions and resource planning.
- Represent the unit on internal working groups and committees.
Essential Qualifications:
Education:
Post secondary education from a recognized institution in business administration, social sciences, public administration, law, communications, or an acceptable combination of education, experience, and job knowledge relevant to the position.
Language Requirements:
Bilingual imperative with a proficiency at CBC level. If you are unsure of your proficiency level, we encourage you to take a self-assessment here.
Experience:
- Providing expert advice and guidance on policies, procedures, and complex operational issues.
- Working with Indigenous Nations and communities, with strong cultural awareness, sensitivity, and relationship building skills.
- Supervising staff and applying sound people management practices.
Knowledge of:
- Commission operations, including hearings, meetings, tribunal processes, Rules of Procedure, legislation, and governance practices.
- Government of Canada and CNSC policies related to Indigenous consultation, including the Duty to Consult and Accommodate, United Nations Declaration on the Rights of Indigenous Peoples Act, and the CNSC Indigenous Consultation and Engagement Process.
- Approaches to working with Indigenous Knowledge.
- Project management principles and experience working in cross functional teams.
Ability to:
- Strong communication, negotiation, and stakeholder engagement skills.
