SUMMARY:
The Housing Manager is responsible for overseeing and managing the TFN housing department, ensuring that clients’ needs are addressed fairly and equitably through the consistent application of departmental policies, procedures, and by-laws. The role also involves identifying and securing existing, new, and sustainable funding opportunities for Timiskaming First Nation Housing. In addition, the Housing Manager participates in the development and implementation of housing programs for both band-owned and privately owned homes, while supporting and guiding new and existing clients in achieving their housing goals.
Program and Band Owned Units: to ensure agreements and/or leases are for proper management of TFN’s assets and timely collection of rents. Support and implement innovative programs and opportunities for clients.
Repairs: Ensure all clients’ maintenance requests are entered into the MaintainX platform and provide the client with confirmation and follow-ups.
KNOWLEDGE AND SKILL REQUIREMENTS:
- Knowledge of First Nation housing programs (Article 95, Repairs/RRAP, INAC).
- Computer software knowledge: Excel, Word, SharePoint, Outlook.
- Knowledge of mortgage funding and financial applications
- Must be willing to participate in related training/workshops that may be given.
- Great client care skills.
- Excellent organizational and communication skills.
- Must always present themselves in a professional manner.
- Absolute confidentiality and good work ethics are essential.
- Bilingualism would be considered an asset.
EDUCATION AND EXPERIENCE REQUIREMENTS:
- Diploma/Degree in fields such as: Finance, administration, business, or 3 years’ experience and one year of supervisory experience in the related field
- Letters of reference from former employers
- Available for training (may require travelling)
MAJOR RESPONSIBILITIES:
Duties may include, but are not limited to:
- To ensure proper organization of TFN’s Housing programs (Art.95 and Band Owned Units)
- Participating in the planning, budgeting, and organizing of all clerical aspects of the department if requested by the department’s director.
- Follow and enforce working policies, procedures, by-laws, systems, and selection processes.
- Research, present and inform the Infrastructure Director of new projects, programs, and housing funding opportunities.
- Ensure proper administration of the housing reserve.
- Organizing meetings with clients or any other person or group regarding housing.
- Organize, participate in and facilitate meetings with partners at the request of the Infrastructure Director.
- Keep the Infrastructure Director informed of all upcoming Housing events and conferences and represent TFN when requested.
- Overseeing community insurance (Houses, vehicles, public buildings etc...).
- Prepare lease agreements for TFN regarding: Band Owned, Public Buildings, and Article 95 housing program.
- Maintain assets inventory and availability lists.
- Establish and maintain relations with clientele, community at large, other TFN departments (Finance, Public Works, Lands, Police, Income Security, etc.), funding sources, financial institutions, suppliers, etc.)
- Prepare and submit all necessary reports to partners or others.
- Notify the community of available units up for rent and/or upcoming. (Have applications available).
- Process rent applications and organize selection process.
- Perform emergency and mandatory inspections of housing units.
- Maintain supervision of contractors and ensure quality control.
- Ensure all projects have up to date cost tracking and budget oversight.
- Apply for funding available to TFN under various Government Housing programs.
- Maintain and ensure an accurate and up-dated filing system for tenant files and information, every community dwelling and address, necessary hydro files, applications bank, all policies, procedures, and Housing By-Laws.
- Ensure and maintain an accurate file of rent collection according to lease agreements and policies, ensure appropriate Clients follow ups, report all unconformities and enforce rent collection escalation protocol.
- Attend staff, council, community and TFN Annual Assembly meetings (as requested).
- Assist with dwelling inspections.
- Supervise Hydro Liaison officer, maintenance supervisor and student projects.
- All other related duties requested by the Infrastructure Director.
