Raise is currently hiring a Construction Officer - Distribution and Transmission on behalf of our client. They’re expanding their team to meet growing needs, making this a unique opportunity to work with an industry leader. Our Client, is one of the largest electrical energy suppliers in Canada.
Note: The primary pay rate is based on T4 classification; however, we will also consider applications from candidates interested in an INC classification, where applicable.
Description
Construction Officer in this role will be specializing in Distribution and Transmission systems. In this role, you will act as the primary construction site coordinator and inspector on multiple or large-scale civil, electrical, and mechanical utility projects. You will be responsible for ensuring that all work, materials, project progress, and costs align precisely with our clients strict expectations, engineering designs, and safety standards.
Responsibilities

Construction Inspection: Inspect active construction and maintenance work across distribution networks, transmission lines, substations, and hydroelectric equipment. Utilize advanced inspection procedures and an in-depth understanding of utility construction methods to ensure projects meet strict deadlines and comply with all relevant building and safety codes.

Site Safety Leadership: Champion on-site safety by prioritizing the safe execution of all work. Conduct rigorous Safe Work Observations (SWOs) using expert knowledge of safety standards to continuously improve ’s safety performance.

Technical Coordination: Conduct or coordinate site testing, surveying, and estimating activities. Read and interpret complex engineering drawings to resolve field issues and ensure the timely progression of projects.

Contract & Work Order Administration: Support contract management and work order processing. Collaborate closely with external contractors and ’s internal construction services to verify that deliverables, materials, timelines, and costs meet project plans.

Subject Matter Expertise: Act as a technical advisor on complex distribution and transmission construction issues, helping to build future operational capability and mentor junior team members within .

Stakeholder Communication: Serve as the professional on-site representative for . Respond accurately and tactfully to inquiries from contractors, internal partners, and third-party stakeholders using exceptional verbal and written communication skills.
Qualifications
-
7 years of construction experience (or equivalent), with a dedicated focus on distribution and/or transmission construction or maintenance.

Demonstrated experience managing or inspecting civil, electrical, and/or mechanical utility projects.

Valid Class 5 British Columbia Driver’s License (or provincial equivalent).

Must own and maintain a reliable personal vehicle suitable for travel to and from various project jobsites.

Assets (Nice-to-Haves)

Direct experience with Request for Proposal (RFP) development and evaluation processes within a utility or heavy industrial framework.

Knowledge, Skills, and Abilities
-
Excellent working knowledge of Occupational Safety and Health (OSH) standards and WorkSafeBC regulations.

Communication: Advanced written and spoken English skills tailored for a highly professional engineering and construction environment.

Ability to perform field work under challenging conditions, which may include adverse weather, working at heights, or entering underground utility spaces.

Education and Certifications

Diploma in Civil, Electrical, or Mechanical Technology from a recognized Institute of Technology, OR a completion of relevant trades/apprenticeship courses, OR an equivalent combination of combined education and field experience.

Formal training in Contract Law or contract administration is highly desirable.
Additional Information
- Location: Lower mainland - travel within Metro Vancouver required

Field based role. If there's no field work in between projects, contractor will be needed to come to the Edmonds office for planning and collaboration.

Every contractor must supply their own Windows 11 Laptop computer for the duration of the assignment.
