SUMMARY:
The Western Cree Tribal Council, Child Youth and Family Enhancement Agency is comprised of two First Nations (Duncan’s and Horse Lake First Nations). The Foster Care/Kinship Support Worker reports to the Intervention Supervisor of the Child Youth and Family Enhancement Agency while performing their duties for both nations. This position will explore/search/recruit/visit/train new foster/kinship homes, adoption homes and/or group homes, as well as ensure that those placement providers meet the licensing and legislative requirements set out in Provincial and Agency regulations and policies.
DUTIES/ROLES/RESPONSIBILITIES:
· Report directly to the Intervention Supervisor
· Adhere to provincial policy, practice and legislation
· Complete direct and indirect monthly contact, as per policy/legislation, with placement providers to ensure support and advocacy on behalf of the placement provider
· Complete face-to-face visits with caregivers every three months, as requested/policy to ensure support and advocacy on behalf of the placement provider
· To be responsible for supporting kinship/foster parents to maximize their ability to provide care for the child(ren) in their care and to ensure that the said placement providers are meeting requirements as set out in policy and legislation
· Promote interest/recruit foster/kinship care in the communities that the Agency serves
· Ensure proper documentation is on file for the kinship, foster, specialized and group homes service providers as per policy, practice and legislation
· To obtain and monitor such documentation as the provider’s license and/or accreditation for such outside service providers as foster, specialized and group home service providers
· Assist/collect/complete necessary documentation as it relates to kinship, foster, specialized and group homes as per policy, practice and legislation
· Proactively assist/collect/complete necessary documentation from outside sources (i.e. placement providers and/or etc.), as per policy, practice and legislation, which includes but is not limited to Monthly Progress and Incident Reports, Criminal/Vulnerable Sector and Intervention Records Checks, etc.
· Assist the SAFE Home Study writer to collect/complete necessary documentation
· With preapproval, the Foster Care Support Worker will complete Referral and Evaluation forms and Travel Expense forms on an as-needed basis
· To assist/investigate allegation of placement neglect or abuse if the home (kinship/foster/group homes) is licensed or owned by Western Cree Tribal Council, Child Youth & Family Enhancement Agency
· To coordinate/cooperate with outside Agencies when concerns of neglect or abuse are related to outside licensed/owned placement providers
· To keep accurate case notes and maintain both digital and physical files as per policy and legislation
· Ensure that all policy/legislative required documentation is on file and/or renewed with regards to foster/kinship/group home files
· Complete ongoing assessment/annual evaluation of kinship/foster/specialized/group based placements and submit required documentation for approval
· As part of the ongoing assessment/annual evaluation of kinship/foster/specialized/group based service providers, the Foster Care Support Worker will collect Placement Resource Feedback forms on either an annual or removal bases
· Arrange for intake interviews with all prospective applications when indicated in order to assess the potential suitability as Kinship/Foster Care service providers.
· Submit necessary documentation (i.e. six month and annual placement provider review and licenses) to one’s supervisor
· Review case files where appropriate to assist in identifying potential family for children who would benefit from a kinship/foster care services placement
· To continually assess the appropriates and ability of placement providers in relations to the needs of clients being served by the Agency
· Assist or complete the opening/closing of digital/physical files
· Review and track all necessary placement provider training
· Assist/coordinate placement provider training
· Manage Supports for Permanency files which includes completing annual agreements, data entry and filing
· Complete kinship, foster, specialized and group home filing as per policy, practice and legislation
· Promote the participation of children and the members of the child’s extended family and community in permanency planning
· Complete data entry and contact note writing as per policy, practice and legislation
· Assist, complete and facilitate recruitment workshops in each community
· Assist and train kinship/foster parents as per policy, practice and legislation
· Develop resources as required to enhance caregiver’s knowledge and skills
· Assist Kinship/Foster Care providers in identifying problem issues, engage in constructive problem solving in conjunction with agency personnel
· Ensure that caregivers are aware of their eligibles costs as per Indigenous Services Canada maintenance costs
· Ensure financial supports for kinship/foster/permanency providers are processed prior to each month’s end
· Ensure group care facilities provide invoices for child(ren)’s needs and placement costs and submit for further processing
· Ensure that all financial supports/matters will be forwarded to the Foster Care Supervisor and/or Director for signature approval
· To work closely with the Caseworker, while not case managing, in order to have comprehensive understanding of the needs of the child(ren), families, and communities
· To have good verbal/written communication skills
· To have strong community leadership skills, understanding of the leadership dynamics, to have effective skills in attracting and retaining strong resources for child(ren), families, and communities
· Educating and updating kinship/foster/specialized/group care placement providers of changes to policy, practice and legislation
· Assist in facilitating placement and with changes in placement(s) when there is a placement breakdown or when preferential placement is located
· To proactively assist with kinship/foster/specialized/campus-based placement applications which includes, but is not limited to, transporting placement providers to collect necessary documentation (i.e. Criminal/Vulnerable Sector Checks), assisting with filling out necessary documentation and etc.
· To assist in the planning/preparing for the annual Indigenous Foster Care Retreat
· To assist in planning/preparing for the annual Christmas Event for Children in Care
· To continue to develop and maintain knowledge and skills by participating in mandatory training, various workshops and seminars
· To attend quarterly conferences to assist/provide support to placement providers and to review the Support Plans
· To complete and review support plans with service providers to ensure adequate supports are in place and that said, support plans are based upon the needs of the provider and the child/youth that is in said provider’s care
· Be punctual and attend regular work hours from 8:30 am to 4:30 pm and
· Preform other duties as required/directed by the Supervisor/Director/Program
QUALIFICATIONS:
· Must have a Social Work diploma/degree or similar bachelor's degree
· Abide by Western Cree Tribal Council, Child Youth and Family Enhancement Agency Personnel Policies
· Be able to work independently with minimal supervision while being able to work as part of a team
· Be registered with the Alberta College of Social Workers and maintain the registration once completed the Social Work diploma/degree
· Maintain a clear Intervention Records Check
· Maintain a clear Criminal Record and Vulnerable Sector Check
· Maintain a valid Driver’s License and have the ability to travel
· Have good computer skills
· Must have Delegation Training and all reasonable training as the position’s requirement

Pay: $70,000.00-$92,000.00 per year
