About the Opportunity
The District of Lake Country has an exciting opportunity for a
permanent full-time Manager of Utilities, based in
Lake Country, BC.
Reporting to the Director of Infrastructure and Development Engineering, the Manager of Utilities provides strategicleadership and operational oversight for the District's water, wastewater, reservoir, hydroelectric, and solid waste services. This exempt leadership role is responsible for managing staff, resources, infrastructure, regulatorycompliance, emergency response readiness, and long-term utility planning to ensure reliable, sustainable, and efficient delivery to the community.
Your responsibilities include, but are not limited to:
- Provide leadership and oversight for the District's Utilities team, including recruitment, performancemanagement, employee development, succession planning, and workplace safety;
- Manager the operations, maintenance, and regulatory compliance of the District's water, wastewater, reservoir, dam, hydroelectric, and solid waste services;
- Lead emergency response and operational preparedness activities, ensuring service continuity and after-hours operational readiness;
- Oversee utility infrastructure systems, including SCADA, water quality programs, dam safety requirements, and long-term water supply and sustainability planning;
- Develop, implement, and continuously improve utility policies, procedures, operating plans, and asset management initiatives;
- Prepare and manage operating budgets, reports, business plans, and presentations to Council, while supporting strategic and long-range departmental objectives;
- coordinate utility capital projects and contractor activities, ensuring compliance with District standards, regulatory requirements, and project objections; and
- Build and maintain effective relationships with Indigenous communities, government agencies, regionalpartners, agricultural stakeholders, contractors, and the public to support collaboration service delivery.

More About You
To qualify for this role, you must have a
diploma in Water Engineering, Civil Engineering Technology, Environmental Engineering Technology, or a related field; a
minimum of seven (7) years of progressive responsibility experience in utility systems, including at least four (4) years in a supervisory or managerial capacity. You will hold your
EOCP Level III Water Treatment Certification or equivalent,
EOCP Level I WastewaterCertification in either
treatment or collection, Certified Chlorine Handler and WHMIS. A valid
Class 5 British Columbia Driver’s License is required.
