Our Community and Human Services Department has an opening for a permanent Full-time Property Supervisor. This is a non-unionized position reporting to the Housing Services Manager. This position is responsible to ensure the effective supervision and lease administration of senior and family rent-geared-to-income housing units.
DUTIES:
Program Delivery & Reporting:
- Manage all aspects of property leasing including tenant complaints and concerns.
- Conduct move-in inspection with each new tenant.
- Conduct unit inspections at least once each year to ensure compliance with the lease and the Residential Tenancies Act, 2006.
- Verify unit condition and account summary upon move-out.
- Prepare for and attend the Landlord and Tenant board to present the case to the Adjudicator to expedite enforceable conditions or termination of the tenancy.
- Identify property deficiencies and assist with the planning of improvements, repairs, and upgrades to units.
- Work in conjunction with various internal departments and external agencies to ensure that both employer and client needs are met.
- Ensure internal policies and relevant legislation are adhered to in matters related to ongoing client eligibility and general and property safety.
- Other related duties as assigned.
Leadership:
- Supervise the activities of the Rent Calculation Clerk and Housing Resource Workers assigned to the Property Supervisor’s portfolio.
- Develop performance goals and plans for staff and provide coaching and performance feedback.
- Allocate work time between the office environment and the building sites.
Finance:
- Sign lease as representative for Hastings Local Housing Corporation.
- Collect rent / arrange payment plans / investigate other funding opportunities to assist tenants with rent arrears.
Health and Safety:
- Protect own health and health of others by adopting safe work practices, reporting unsafe conditions immediately and attending all relevant in-services regarding occupational health and safety. Follows all guidelines for employees and employers as legislated under the Ontario Occupational Health and Safety Act and County policies.
- Works in a safe manner in accordance with the Occupational Health and Safety Act, associated regulations, other applicable legislation, County by-laws, policies, procedures, and guidelines.
MINIMUM QUALIFICATIONS AND EXPERIENCE:
- Three - year College Diploma in Business Administration, Public Administration or Social Services.
- A valid driver’s license and the ability travel to various locations is required.
- Three years’ experience in the affordable housing field or related area.
- Experience dealing with provincial and federal ministries and delivery of programs at the community level.
- Working knowledge of the current provincial affordable housing programs and Hastings County’s initiatives through this program.
- Demonstrated ability to understand, interpret, apply and explain applicable legislation.
- Knowledge of issues frequently faced by people needing affordable housing and by those delivering the programs.
- Knowledge of the Housing Services Act, 2011, the Residential Tenancies Act, 2006 and regulations related to social and affordable housing issues including the Social Housing Registry and tenant placement.
- Expected proficiency in the use of computer software applications and programs.
- Strong interpersonal, problem solving, verbal and written communication skills.
- The ability to supervise staff in a unionized social housing environment.
- The ability to address and appropriately identify health, safety and liability issues.
- The confidence and ability to work independently as the position requires that a substantial portion of one’s time is spent at the various residential complexes.
HOURS OF WORK:
- Normal hours of work are Monday to Friday, 8:30 a.m. to 4:30 p.m. (35 hours/week).
- Occasional overtime may be required for project completion.
- On-Call Requirements
WAGE RANGE: $87,172 ($47.90/hr) - $101,979 ($56.03/hr) per annum with excellent fringe benefits

INITIAL LOCATION: Quinte West and/or Belleville with travel requirements within Hastings County
Final location being filled may be at any of our Community and Human Services locations
