Commissionaires Ottawa is modernizing its technology environment to better support our staff, clients, and mission. We are seeking a Senior Manager, Technology Services who will provide leadership in the planning, delivery, and improvement of our enterprise technology environment.
Reporting to the Chief Information Officer, this role is responsible for ensuring that cloud platforms, enterprise business applications, product life cycle, and Service Desk operations are reliable, secure, and aligned with organizational objectives. The Senior Manager partners with business leaders and the Project Management office utilizing a product management approach to build and optimize technology investments, strengthen cybersecurity and data privacy practices, and guide vendor and partner relationships.

What you will be doing…
- Lead, mentor, and manage a multidisciplinary Technology Services team, strengthening service delivery, clarifying roles, and building a culture of accountability, collaboration, and continuous improvement
- Oversee the lifecycle, integration, and optimization of enterprise applications (finance, HR, payroll, scheduling, CRM, client portals), ensuring they are secure, scalable, and aligned with business needs
- Own end-to-end product lifecycle management for internally developed and customized software — from concept through design, build, testing, deployment, and retirement; lead and mentor development staff
- Advance cloud and infrastructure modernization (Microsoft 365, Azure, SaaS) by driving automation, standardization, resilience, and DevOps/CI/CD practices
- Implement and mature ITIL-based service management practices (incident, problem, change, knowledge), improving user experience, service consistency, and performance metrics
- Ensure compliance with cybersecurity frameworks (e.g., NIST, CIS Controls) and privacy legislation (PIPEDA, Law 25); oversee risk assessments, security testing, incident response, and DR/BCP planning
- Partner with business leaders to support operational efficiency, data-driven decision-making, and successful adoption of new technologies
- Oversee vendor and partner relationships, ensuring contract performance, cost-effectiveness, security and privacy compliance, and clear accountability for service outcomes
- Contribute to technology budget planning, forecasting, and ROI analysis to support effective investment decisions

Your must-haves:
- Minimum of 12 years’ experience in IT management leading multidisciplinary teams, with a proven track record in digital transformation and modernization initiatives
- Minimum of 5 years of experience in a Product Manager role leading software development lifecycle (SDLC) for products released to customers
- Experience with enterprise applications, cloud platforms (Microsoft 365, Azure), SaaS tools, and ITIL-based service management
- Strong knowledge of cybersecurity frameworks (NIST, CIS Controls), privacy legislation (PIPEDA, Law 25), and IT governance
- Strong understanding of Agile frameworks (Scrum or Kanban) and DevOps/CI/CD practices
- Undergraduate degree in Computer Science, IT, Software Engineering, or equivalent combination of education and experience
- ITIL certification (e.g., ITIL Practice Manager) and cloud certification (Azure, AWS, or Google Cloud) — required
- Professional security certification (e.g., CISSP, CISM) — considered an asset
- Demonstrated experience managing vendors, projects, and service delivery outcomes
- English essential; French considered an asset
- Must be able to obtain and maintain a Government of Canada Secret Level Security Clearance
