Salary: $65,348 - $79,199
Location: Niagara Region (Hybrid)
Status: Permanent, Full-Time (37.5 hours weekly)
Hours: Monday - Friday, 8:30 AM - 4:30 PM. Some additional hours/flexibility may be required from time to time.
The Manager, Human Resources Operations & Employee Relations provides leadership for employee relations, HR operations, compensation and payroll oversight, workforce compliance, and organizational people practices at Hospice Niagara. Reporting to the Associate Executive Director, this role supports the full employee lifecycle by ensuring consistent, fair, and compliant people practices across the organization.
The Manager serves as a trusted advisor to leaders on employee relations, performance management, workplace concerns, policy interpretation, workforce risk management, and accreditation readiness, while also overseeing key operational HR functions including payroll, benefits, contracts, HR systems, and reporting. This role plays an important part in fostering a healthy, respectful, and high-performing workplace culture that supports staff across all Hospice Niagara sites and programs.
This role works collaboratively with the Manager, Workforce Development & Volunteer Services to support shared HR initiatives, operational continuity, cross-coverage, and organizational workforce priorities.

Lead labour-management meetings and maintain effective union relationships

Manage grievances, investigations, workplace concerns, and resolution processes

Support collective bargaining preparation and negotiations

Interpret and apply collective agreements, employment legislation, and organizational policies

Develop, review, and maintain HR policies and procedures

Support accreditation readiness and HR compliance initiatives

Lead performance management processes and support progressive discipline and corrective action

Provide coaching and guidance to leaders on employee relations and workforce practices

Oversee payroll administration, compensation practices, and benefits coordination

Manage employment contracts and HR-related agreements

Oversee HRMS administration, reporting, analytics, and workforce metrics

Monitor trends related to attendance, turnover, labour relations, and workplace risk

Support organizational EDI initiatives and psychologically safe workplace practices

Collaborate with the Manager, Workforce Development & Volunteer Services on shared initiatives and provide cross-coverage as required
Qualifications

5–8+ years progressive HR experience

Strong labour relations and grievance management experience

Experience in unionized environments required

CHRP/CHRL preferred

Healthcare or nonprofit experience preferred

Bilingual (French/English) an asset
