The purpose of this position is to look at the emerging issues and contaminants of concern in drinking water such as PFAS, uranium, road salt, arsenic, E. coli, vanadium, lead, and other parameters that require assessment and response. A key role is to ensure that Islanders are promptly notified when adverse water quality results are identified, and that clear, technical sound guidance is provided to address and remediate these issues.
Duties will include but are not limited to:
- Assistance to private well owners in relation to water quality interpretation and problem resolution and including investigation of E. coli, road salt and similar groundwater contamination and recommendations on appropriate remedial actions;
- Develop and implement targeted drinking water campaigns for private wells and review of results comparing them to drinking water standards;
- Specialized data acquisition by using equipment such as bore hole camera operation;
- Review sample compliance;
- Acquire and maintain system information;
- Liaison with certified operators on operational issues;
- Inspect system infrastructure and investigate problems and provide recommendations to supervisor;
- Develop and implement targeted drinking water campaigns for municipal wells and review of results comparing them to drinking water standards;
- Work with well drillers and Department of Transportation to ensure E. coli and road salt contamination policy are up to date;
- Processing and issuing well permits for large, closed loop geothermal systems, wells in restricted areas, and variances on setbacks;
- Liaison with well drillers, septic pumpers, and troubleshoot with septic contractors during E. coli investigations of E. coli in drinking water;
- Review water quality results comparing them to Health Canada’s Guidelines and typical groundwater quality results to aid in determining the reason for the contamination;
- Consider appropriate treatment based on the specific characteristics of PEI groundwater, and information about chemical parameters provided by Health Canada;
- Review and assess water quality results, mapping, and policies to determine the extent of the contamination;
- Other duties as required.
Minimum Qualifications:
- Engineering or Environmental Technician, or Degree in Environmental Sciences.
- 2 years of relevant experience.
- Demonstrated equivalencies will be considered.
- Valid Driver’s License.
- Up to date vaccination for working around wastewater (or willingness to acquire).
- Fall arrest and confined space training (or willingness to obtain).
- Good writing skills.
- Excellent verbal communication and client service skills are a requirement.
- Extensive knowledge of PEI groundwater and soil profiles.
- Extensive knowledge of onsite septic disposal systems, components and function.
- Knowledge of wastewater treatment process and understanding of environmental impacts.
Other Qualifications:
- Experience with mapping applications such as ARC GIS, MapInfo, etc.
- Extensive experience in Microsoft Word and Excel software.
- Experience with the use of various database formats.
- WHMIS.
- Operator Certification in water and wastewater.
- Site assessment certification.
- Ability to interpret legislation.
