Raise is currently hiring an IT Business Decision Support Professional on behalf of our client. They’re expanding their team to meet growing needs, making this a unique opportunity to work with an industry leader. Our Client, is one of the largest electrical energy suppliers in Canada
Note: The primary pay rate is based on T4 classification; however, we will also consider applications from candidates interested in an INC classification, where applicable.
Description
The IT Business Decision Support Consultant in this role will be accountable for gathering, analyzing, documenting, and managing business requirements for large, complex IT systems within our clients production environment. This role bridges the gap between technical teams and business stakeholders, providing critical subject matter expertise in Advanced Metering Systems (AMS) and structured governance frameworks to ensure solutions align with organizational objectives, compliance standards, and utility best practices.
Responsibilities
- Production Support & System Facilitation

AMS Hotfixes & Upgrades: Facilitate incident resolution, technical designs, and the implementation of AMS system hotfixes and software upgrades by providing deep business context and articulating core business needs to technical teams.

Operational Readiness: Serve as the functional bridge during system incidents, ensuring that production support issues are triaged, communicated, and resolved with minimal operational impact.

On-Call Availability: Participate in after-hours and call-out support rotations as required to maintain the continuous health and reliability of critical production utility software.

Project Management & Financial Control

Project Oversight: Manage, monitor, and control IT project tracks, progress, and corresponding costs to ensure initiatives are delivered safely, with high quality, within budget, and on time.

Business Case Development: Conduct financial and operational analysis to prepare formal investment justifications and comprehensive business cases for system modifications or new technologies.

Change Control: Conduct rigorous impact analysis on modifications to designs or scope, ensuring all updates are recorded systematically in the project change log.

Requirement Management & Governance Documentation

High-Quality Artifacts: Produce and maintain comprehensive Governance documents, Process Impact Assessments (PIAs), Process Maps, and system designs.

Core Delivery Vetting: Author and manage critical documentation including Business/Functional/Non-Functional Requirements, Data Requirements, Business Scenarios, Use Cases, Requirements Traceability Matrices (RTM), and Functional Specifications.

Lifecycle Support: Provide ongoing clarification to user experience (UX), development, training, and testing teams. Assist Project Managers with phase-planning and seamless transition-to-sustainment activities.

Testing Vetting: Assist with quality assurance tracks, including creating Test Plans, Test Scenarios/Scripts, and Test Reports to validate that business requirements are completely fulfilled.

Stakeholder Engagement & Workshop Facilitation

Cross-Functional Collaboration: Effectively communicate complex technical architectures to non-technical business partners, and translate business operational friction into actionable technical tasks for developers and engineers.

Collaborative Workshops: Lead and facilitate workshops with internal business units, technical subject matter experts, and external software vendors/implementation consultants to resolve design bottlenecks and map data migrations or system interface activities.
Qualifications
-
7 years of progressive business analysis and decision support experience managing large IT projects within a complex, enterprise-level environment.

Proven experience working with Advanced Metering Systems (AMS), smart meters, or specialized Itron smart metering software suites.

Practical experience applying Structured Decision Making processes to evaluate complex, multi-stakeholder decisions under uncertainty.

Solid understanding of ITIL best practices (Incident, Problem, and Change Management) alongside deep exposure to the Software Development Lifecycle (SDLC).

Asset Qualifications (Nice-to-Have)

Prior experience working within the public sector or a regulated utilities industry.

Familiarity with ’s specific business and technology landscape.

Direct experience with ’s Project Delivery Methodology (ITDSP).

Advanced technical skills in business analysis with a demonstrated ability to come up to speed rapidly on complex legacy system problems or new architectural designs.

Exceptional interpersonal, coordination, and workshop facilitation skills. Able to professionally command meetings with both technical vendors and corporate stakeholders.

Intermediate to advanced skills with MS Office Tools (Word, Excel, PowerPoint) and professional workflow diagramming software (MS Visio).

Education and Certifications

Bachelor’s degree in Information Technology, Computer Science, Business Administration, Engineering, or a related discipline.
Additional Information
- Every contractor must supply their own Windows 11 Laptop computer for the duration of the assignment.
