Job Summary
The Environment Manager, Emergency Response Planning and Preparedness is responsible for the ongoing development and maintenance of the Emergency Response (ER) Planning and Preparedness programs. The role strategically focuses on environmental response operations, regulatory compliance, training and exercise activities, incident response process design and support, department logistics and coverage, as well as after-action activities, both tabletop and field-based. The role ensures leadership and management across all aspects of environmental regulatory compliance associated with environmental emergency preparedness, response, and follow-up after action reviews and auditing, in addition to associated community, and regulatory agency outreach functions. The position will lead and ensure data, information, and financial management systems and standards are adhered to across environmental ER Planning and Preparedness programs throughout the network.
Main Responsibilities
Planning and Preparedness
- Develop and align the cross-functional engagement across ER Planning and Preparedness activities in partnership with Safety and Dangerous Goods teams, as well as other Emergency Response colleagues within CN Operations
- Handle the regulatory compliance requirements for CN’s environmental planning and preparedness activities, in accordance with various regulations within the United States (U.S.) and Canada
- Maintain compliance with CN’s State, Provincial, and U.S. Federal Oil Spill Contingency Plans (C-plans)
- Maintain regulatory requirements and agency correspondence, including the completion of annual compliance checklists, implementation of internal and external training for all qualified individuals, and planning and execution of exercises, including both tabletop and field-based
- Collaborate with Dangerous Goods to design and handle CN’s internal and external information, data, and documentation systems and processes
- Lead voluntary exercises to identify, reduce and mitigate high-risk areas, as identified as part of CN’s internal annual Corridor Risk Assessment (CRA) Process, Health, Safety and Environment Audit (HSE) Program, and supporting risk assessment and management frameworks
- Document non-compliance issues and work with cross-functional leadership teams to develop, prioritize, and implement solutions
- Escalate issues to the Director, Environment System Field Operations and Emergency Response and provide summaries for senior leadership
- Provide technical support and expertise on internal and external environmental emergency management best practices
Environmental Emergency Management
- Provide assistance during derailments and incidents to strengthen health and safety, response, and environmental assessment as well as restoration plans
- Deploy to incidents, as conditions merit, to provide response support and Incident Command System (ICS) assistance
- Design and implement standardized response protocols and team processes, including initial responder requirements, technical and functional team responsibilities, and remote support roles
- Develop and deploy a standardized back-office support program to improve coordination of consultants, contractors, notification to environmental agencies, environmental site logistics, and management
- Document and maintain performance metrics across preparedness and response activities
- Function as Subject Matter Expert (SME) in addressing compliance obligations for spill legislation at a system level
- Coordinate a Duty Roster for all Environment Operations Staff, to provide on and off duty assignments and incident response relief across the network
- Liaise with governmental agencies on alleged environmental or hazardous material response complaints and violations
- Facilitate and manage internal After-Action Reviews of all Type 1 to 3 rail incidents
Environmental Risk Management, Business Continuity and Capacity Growth
- Participate in CN’s Incident Management Working Group (IMWG)
- Collaborate with IMWG to develop and maintain CN’s Incident Management Team (IMT) roster for the U.S. and Canada
- Develop, assess, implement, and measure IMWG strategies, initiatives, and objectives
- Provide support to expanded cross-functional and community outreach program with State and Provincial Emergency Responders and Planning and Preparedness Regulatory departments, in partnership with Dangerous Goods
- Develop, roster, train, support and recognize CN Incident Management Teams
- Identify, document, and reduce areas of risk to the environmental compliance, corporate liability, and IMWG objectives and targets
- Participate and Support CN’s Corridor Risk Assessment of new business opportunities within CN property and complete new commodity evaluations
Team and Budget Management
- Drive Emergency Preparedness and Response leadership and development plans to support Senior and Regional Environment Mangers, in addition to Officers, Coordinators and Maintenance Technicians
- Set a positive example in safety leadership, collaboration, and integrity
- Ensure formal budget building such as Operational Expenditure (OPEX) or Capital Expenditure (CAPEX) and management approach is followed
- Identify cost reduction opportunities within planning and preparedness activities and trainings
- Participate in developing, implementing, and using Standard Operating Procedures (SOPs)
Working Conditions
The role is performed in a combination of office and outdoor environments in various types of weather conditions with a regular work week from Monday to Friday. The role requires being on-call 24/7 to respond to critical incidents. The role requires occasional travel (40%) within Canada and the U.S. Due to the nature of the role, the incumbent must be able to meet tight deadlines, handle pressure, and stress.
Requirements
Experience
Environmental and Emergency Preparedness
- Between 8 to 10 years of experience in a related environmental and emergency preparedness field
- Between 3 to 5 years of railroad work experience
- Between 3 to 5 years of management experience (e.g., personnel, contractor and financial)
Education/Certification/Designation
- Bachelor’s Degree in Environmental, Chemical, or Civil Engineering, Environmental Science or Environmental Arts and Sciences
- Certification in Emergency and Disaster Management
- Incident Command System (ICS) certification*
- Any designation for these above would be considered as an asset

- Fluent in English, both written and verbal

- Knowledge of Systems, Applications, and Products (SAP) and ENABLON*
