Job Summary
In support of the Manager, IT Project Delivery provides leadership to the various ITS projects simultaneously by directly managing all aspects of the project delivery. This role provides the necessary project leadership to plan, manage, implement, and deliver both simple and complex of enterprise wide technical solutions to successfully meet the business and functional requirements of the City. The role will lead, plan, manage and deliver projects through all specific phases in alignment with business and/or enterprise strategies. It will provide leadership, direction and coaching to assigned project teams and resource while partnering with business and executive stakeholders within a single or across multiple business units.
Key Duties and Responsibilities

Manages multiple concurrent ITS Projects including the assigned dedicated and non-dedicated resources inclusive of business analysts, project coordinators, business unit (BU) representatives.

Manages standards and adherence to project management principles as it relates to the various projects ensuring alignment to the business unit plan (BUP), and in support of the corporate digital strategy.

Provides oversight and awareness of project capital budgets and works directly with Finance in the preparation of budget documents, reports and presentations including to members of ELT and Council budget committee as it pertains specifically to this project.

Leads and participates in the management and creation of request for proposal (RFP) requests and/or the RFP evaluation process for new solution needs and selection of a systems implementation partner.

Manages and liaises with consultants, contractors and external agencies including contract management.

Oversees technical architecture alignment, cybersecurity compliance, data integration, and vendor contract execution.

Participates and provides leadership with contract negotiations post RFP evaluation process, ensuring adherence to the City of Markham policies, negotiation of appropriate pricing adhering to available budgets, milestone payment determination, SLA and statement of work (SOW) delivery. Engages with members of Legal, Procurement and Finance teams throughout process.

Supervises project staff and provides direction and coaching.

Manages and coordinates project team resourcing.

Manages assigned project tasks and deliverables/milestones ensuring effective cross-divisional teamwork and communication, high standards of work quality, health and safety and organizational performance.

Engages sponsor to ensure active participation on project initiatives.

Engages appropriate stakeholders to identify and manage required outcomes of projects for the business.

Establishes effective project oversight and other governance bodies and engages the correct levels to support the direction for the project.

Develops project scope, defines deliverables, builds consensus and manages stakeholder expectations; plans, implements and delivers business/system solutions within a complex and evolving team environment.

Identifies, evaluates, and documents risks, issues, constraints and dependencies within the project.

Documents current state and future process workflows ensuring business participation and sign off.

Implements effective change request process.

Provides on-going communication and prepares presentations to key stakeholders, including the Project Sponsor, Business Project Owner, Steering committees, Senior Leadership.

Creation of staff awards, council reports, executive memos.

Assists with project financial reports, financial changes required (i.e. POAF forms)

Provides timely and accurate reporting on project-related milestones and measurements, deliverables, risks.

Establishes and maintains a consultative relationship with internal clients and vendors

Reviews and provides decision making advice on request from BU’s on hardware and software requests.

Leads implementation planning for promotion of a new or upgraded tool/software/application into production environment.

Facilitates handover post production implementation to operational support.

Acts as first point of contact in vendor relations and vendor contract management of specific project related relationships. Management of communication, project milestone and invoice payments related adherence with vendors.

Manges vendor contract relationship for the purposes of escalation often directly interacting with Directors and/or VP’s, and on occasion C-level executives.
Qualifications
-
Undergraduate Degree in Computer Science or related field.

Project Management Professional (PMP) Certification or Project Management certification is recommended
-
Minimum 7 years’ experience in IT related project management – public sector experience is preferred.

Up to 1 year of supervisory experience is an asset in Project Resource Management.

Business Analyst Certification (BABOK) is an asset

ITIL Certification is considered an asset

Agile Certification is considered an asset

Some supervisory experience is expected as this role will be responsible for and expected to manage project resource as assigned.

Ability to keep up with emerging trends in IT (cloud computing, AI, cybersecurity, digital identity) and apply relevant insights to local context.

Commitment to continuous professional development and learning, including attending conferences, workshops, and certification programs

Strong analytical thinking and ability to synthesize complex business needs into actionable IT requirements.

Proficiency in project management tools (e.g., JIRA, Confluence, MS Project, Eclipse etc.)

Strong knowledge of systems development lifecycle (SDLC), Agile, and Waterfall methodologies.

Exceptional written and verbal communication skills tailored to both technical and non-technical audiences.

Experience working with or within public sector organizations and understanding of government operational and regulatory environments
