The Senior Land Development Project Manager is a senior role responsible for providing technical, managerial, and strategic leadership across complex land development and infrastructure projects. This position combines deep technical expertise in land development engineering with strong project, people, and business development and leadership capabilities.
Drawing on extensive experience managing the full lifecycle of development projects, the Senior Project Manager oversees due diligence, master planning, municipal approvals, site servicing, consultant coordination, and construction implementation. The role requires a strong understanding of both consulting and developer-side perspectives, enabling effective decision-making that balances technical rigor, commercial objectives, schedules, and stakeholder expectations.
The Senior Land Development Project Manager plays a critical role in advancing client relationships, mentoring and developing staff, contributing to business growth, and ensuring projects are delivered in alignment with company standards, values, and strategic objectives.
In your role as a Senior Land Development Project Manager, you will operate across a variety of functional and strategic levels related to our land development and infrastructure projects, however, this could be expanded to include other service lines of the company.
What you will do
Technical Leadership and Oversight
- Provide senior-level technical leadership and direction for land development and infrastructure projects, ensuring sound engineering judgment and practical, cost-effective solutions.
- Direct and coordinate multidisciplinary teams including civil engineers, planners, technologists, designers, and external consultants.
- Establish and review engineering scope, design criteria, and technical deliverables for complex development projects.
- Review and approve engineering reports, drawings, specifications, and construction documentation to ensure compliance with applicable standards, regulations, and company procedures and quality standards.
- Participate in interdisciplinary review of project deliverables.
- Support innovation and continuous improvement in engineering methods, tools, and best practices.
- Maintain and continuously enhance the practice’s reputation for high quality design.
Project and Portfolio Management
- Manage the full lifecycle of land development projects, from due diligence and feasibility analysis through approvals, detailed design, construction, and final assumption.
- Oversee project schedules, budgets, cost controls, and risk management strategies to achieve financial, technical, and timeline objectives.
- Monitor project performance against established standards, objectives, and contractual requirements.
- Proactively identify issues, manage scope changes, and develop mitigation or contingency plans as required.
- Ensure aging of unbilled revenue and accounts receivables achieve the established targets and threshold levels set by the company.
- Ensure monthly billing is accurate and completed on time according to company processing schedule.
- Approve progress payments and support accurate project reporting and forecasting.
Client, Municipal, and Stakeholder Engagement
- Build and maintain strong working relationships with existing clients as well as developing future clients.
- Build and maintain strong working relationships with developers, municipal and regional staff, agencies, and other external stakeholders.
- Lead and participate in meetings with municipal authorities, landowners, consultants, and project partners.
- Represent the organization at public meetings, industry events, business development functions and initiatives as required.
- Provide trusted advisory support to clients on development strategy, approvals, servicing, earthworks, and constructability considerations.
- Support major pursuits, proposals, and marketing initiatives through technical and strategic input.
People Leadership and Development
- Assign project work to consistent teams within and ensure adequate oversite is maintained throughout the project duration. Ensure design expectations, quality expectations and client expectations are achieved.
- Participate in weekly project management and workload meetings.
- Review workload conflicts and reallocate resources.
- Mentor and develop staff through coaching, performance feedback, and knowledge sharing.
- Participate in staff selection, performance evaluation, succession planning, and professional development initiatives.
- Foster a collaborative, high-performance team environment aligned with company values and culture with all offices and managers across Canada.
- Assist in the recruitment process, ensuring the team skillsets and roles are aligned with our work and that new hires meet our technical criteria and corporate values.
- Implement corporate directives.
Business and Strategic Contribution
- Participate in proposal development and client presentations, and critical external engagements along with providing technical support in marketing programs.
- Responsible for identifying and securing new business opportunities within the core competencies of the company, contributing to the firm’s financial growth and project portfolio expansion.
- Leverage your reputation and industry standing to enhance the firm’s visibility and attract new business opportunities.
- Act as company ambassador to contribute to the enhancement of the company’s profile both within and external to the organization promoting brand awareness, values and reputation.
- Contribute to short- and long-range planning for land development services and practice growth.
- Assist with preparation and monitoring of business plans, budgets, and financial performance metrics.
- Provide input into operational improvements, resource planning, and strategic initiatives to support organizational objectives.
- Collaborate with the Land Development Manager and Civil Director to grow the land development business increasing sales and backlog.

What you bring to the table
- Bachelor’s degree in civil engineering or a related discipline; advanced education is considered an asset.
- Professional Engineer (P.Eng.) designation in good standing.
- Minimum of 10 years of progressive experience in land development engineering, with demonstrated senior project management and leadership responsibility.
- Extensive experience delivering complex residential, commercial, industrial, and mixed-use development projects.
- Strong understanding of municipal approvals, servicing, grading, cost estimating, budgeting, and construction processes.
- Proven ability to lead multidisciplinary teams and manage multiple projects or portfolios concurrently.
- Strong and proven leadership skills and client/customer interaction experience including business development.
- Excellent communication, negotiation, and stakeholder management skills.
- Demonstrated strategic thinking, problem-solving ability, and sound professional judgment.
- Proficiency with relevant engineering, project management, and business tools.
